THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
- Section 1. That the Zoning Code, Chapters 60-'•-•-�._:,
to 64, inclusive, of the Saint Paul Legislative Code,
pertaining to Use Districts, Height Districts, and Rezoning
of certain properties in the City of Saint Paul, as amended,
be and the same is hereby further amended so as to rezone
the following described property from "All Residence District
to "C" Residence District, to -wit:

Hazel Park Division 4, located
on the north side of Stillwater
Avenue between White Bear Avenue
and Van Dyke Street.

Dear Madam:
This is in the matter of the petition of Harold Hubert to rezone from
"A" to "C" residence district property located on the north side of
Stillwater Avenue between Whitear Avenue and Van Dyke Street. The
property is described as Lots thru 24, Block 6, Hazel Park Division
No. 4. 1

On May 1, 1961, the Commissioner of Finance reported the matter sufficient
with the owners of 22 of a possible 26 (84.6%) tracts of land within the
prescribed 100 foot radius having signed the petition. This property is
presently developed with an off- street parking lot used in connection
with the Grace English Evangelical Lutheran Church located at the north-
east corner of White Bear and Stillwater Avenues. This use will be dis-
continued shortly as the congregation will be moving to a new location.
The petitioner proposes to develop the site with two 11 -unit, brick -faced
apartment buildings with off - street parking accessory thereto. The pro-
perty under consideration has a frontage of 200 feet along Stillwater
Avenue and extends to a depth of 148.63 feet, resulting in an area of
29,726 square feet. North and across a public alley are single and two -
family residences fronting on York Avenue; east and adjoining for the
remaining part of the block are single - family residences fronting on said
street, also directly west and adjoining is a single - family residence.
Farther to the west is the church structure which will be removed for
a filling station development as that land was recently reclassified
to a commercial district. South and across Stillwater Avenue are single -
family residences fronting on said street.
The Board of Zoning considered this matter at their regular meeting on
June 15, 1961, and recommend the granting of the petition to rezone the
above described property to a "C" residence district.
