A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is to construct new sidewalk on both sides of
Fairview Avenue from Ford Parkway to Edgeumbe Road*
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

The Commissioner of Public Works, having had under consideration the pre-
liminary order of the Council, known as Council File No. 207234

and having investigated the matte'rs and things referred to therein, hereby reports:
1. The estimated cost thereof is $0.52 per sq. ft. for mono. conc. walk
4" thick. Extra work(excay., fill, conc, rem'd, root cutting, drive-
.crossings, etc.) at extra cost.
2. A plan, profile or sketch of said improvement is hereto attached and made
a part hereof.

Dear Mayor Vavoulis:
We have been informed that on Tuesday, October 23, 1962 the final
hearing has been scheduled for proposed new side walks both sides
of Fairview Avenue from Ford Parkway to Edgecumbe Road. Our PTA
has been deeply concerned with this problem for many years because
of the necessity of children from this school to use portions of
Fairview Avenue in order to meet their specified police lines.
Lt. Winterhalter of the School Safety Patrol has also told us that
he is greatly concerned with the problem, especially during the
winter months. On a survey just completed we find there are 58
school children using Fairview Avenue to meet their school lines.
As a reminder, these children are 5 to 11 years of age.
As you are no doubt aware, since Fairview Avenue connects directly
with the new Interstate #494 Highway, traffic has been greatly
increased.
On behalf of our PTA group I hope that you will correct this
situation at the final hearing October 23, and approve construction
of side walks in this designated area.
