A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is to grade and surface with bituminous material the
alley in Block 3, Boulevard Addition No. 3 and also Block 16, Boulevard Addition
No. 2 from Albert Ave. to Hamlin Ave. as widened.
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to.prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

AS AN OWNER OF ONE OF THE PROPERTIES AFFECTED BY THE
ABOVE MATTER, I HAVE TAKEN IT UPON MYSELF TO CONDUCT A SURVEY
OF MY NEIGHBORS TO ASCERTAIN THE NUMBER THEREOF WHO ARE IN
FAVOR OF THE PROPOSED ALLEY IMPROVEMENT. I ATTACH HERETO A
LIST WHICH'I HAVE OBTAINED FROM SUCH SURVEY INDICATING THE
FAVORABLE RESPONSE OF 19 OF THE OWNERS OF THE 24 PROPERTIES
'AFFECTED. OF THE REMAINING FIVE, I WAS UNABLE TO MAKE ANY
CONTACT WITH FOUR, AND THE FIFTH INDICATED TO ME NO OBJECTION
'TO THIS IMPROVEMENT, BUT DID,NOT SIGN THE ATTACHED LETTER.
IT IS MY UNDERSTANDING THAT THE FOUR INDIVIDUALSWHOM I WAS
UNABLE TO CONTACT WERE, HOWEVER, IN FAVOR OF THE PROJECT.
MY PURPOSE HEREIN IS TO PLACE THI'S INFORMATION IN YOUR
HANDS SO THAT YOU MAY BRING IT TO THE ATTENTION OF THE COUNCIL

liminary order of the Council, known as Council File No. 208289
