O'Connell City Clerk Building Dear Madam: This is in the matter of the application of M. 0. Eggum for a permit to construct and operate a 23 car off-street parking lot on property located on,tbe West side of Prosperity Avenue between Arlington and Ivy Avenues. The property is described as all of Lot 2 and the east 100 feet of Lots 8 and 9, Block 1, Rogers and Hendricks Acre Lots No, 2. The frontage on Prosperity Avenue is zoned commercial to a depth of 100 feet and the balance of the site is zoned "C" residential. The portion zoned "C" residence was rezoned from "A" to "C" residence on November 25, 1961 for the proposed use. The property is developed with an 11 unit apartment building and a nine -stall parking garage. The applicant proposes to construct one additional 21 story, 11 unit apartment building and 14 additional off- street parking spaces. This is an irregularly shaped tract of land having a frontage of 313.2 feet on Prosperity Avenue and a total area of-approximately 50,600 square feet. To the west and north are single - family homes; to the south is vacant land; to the east across Prosperity Avenue is a filling station and vacant land. Field investigation discloses no objection as the proposed development meets all of the standards for this type of facility as well as the density and building ground coverage standards. The Traffic Engineer has approved the plan. In consideration of the above factors, the Board of Zoning recommends the granting of the application for a 23 car private off - street parking lot on the above described property in accordance with plans approved December 7, 1961.
