Klos' 1) appeal to establish, .a 25 foot building on Luella. Street, and 2) application for a permit for .a 136 .car private off - street parking lot on °property located on the, west sideL of Luella- Street ,between Vils6n Avenue and.Old Hudson Road which is described as Lots 1,. ,2, 3) 4, Block 7, Hudson Road. Gardens. On ,June 9, 1962', the City Council .rezoned the site to .a "C" residence district for the proposed development. The site is, vacant,-of a rolling terrain, and has a frontage of 614 feet on Luella,.Street; 297.3.feet on. Wilson Avenue and Approximately 330 feet on.Old Hudson Road,resulting in, .an area of approximately 161,730 square feet. It is proposed to develop the site with.f.our 23 -unit and two 22 =unit apartment buildings,for a. total of136 .units. North and across unimproved Wilson Avenue,is .low, vacant land; east and across Luella Street is vacant ,land recently reclassified to.a "-C" residence district, south.and.across Old-.Hudson Road,is the right-of-way of Highway # 12; directly west and-'adjoining is a recently constructed sub -' 'stantial single- family residence which fronts.on Old Hudson -Road, also the rear yards..of three single- family residences *V ich.front on Hazel.Street. The 'ap,p.licant is requesting a-25 foot .building line. from .Luella. Street to be established rather than 33 feet as established by the - Ordinance. Inas- much as he is developing the.entire frontage. on.Luella Street in.this block, it appears that his request is a reasonable one and would be in.accord with, the spirit and intent ;of the. Ordinance. Field investigation diecloses..no objection to this proposal which,meets the standards.for.density and building ,ground .coverage. It should be noted.that the applicant is proposing only 136 units on an area of 161,730 square feet, Vhe Traffic Engineer has re- viewed the parking lot plan which.meets the standards for this type of facility and approves it. In .consideration .of the above factors, the Board of Zoning recommends.l) the granting of the appeal to establishea 25 foot building line on the west side of Luella- Street, and 2) the granting of -the application for .a permit to install and .operate a .136 car private off-street parking lot on the .above described property in accordance with plans approved August 16., 1962.and dated November 6, 1962.
