WHEREAS, the Joint Court House and City Hall Committee
has adopted on.September 14, 1962 a resolution approving the
use of said Court House and City Hall for the purpose of pro-
viding civil defense shelters and storage facilities,
Now, Theref ore, be it
RESOLVED, that the Council of the City of Saint Paul
does hereby concur in and approve of said resolution of the
Joint City Hall and Court House Committee.

Director, Civil Defense, Ramsey County
is respectfully called to the following resolution of the Joint Court
House and City Hall Committee, Ramsey County, Minnesota, adopted at the
.meeting held on September 14, 1962, by Commissioner Delaney:
WHEREAS, The Director of Civil. Defense of the City of Saint Paul has requested
that the Joint Court House and City Hall Committee make the Court House and
City Hall available for use and employment, for Fallout Shelters and for Storage
of Civil Defense supplies consisting primarily of food, water and sanitation
supplies, engineering, radiological and medical supplies; and
WHERLAB, Toltz, King, Duvall, Anderson and Associates, Inc., 'under a Federal
Grant have conducted a Federal Grant Survey in said City in relation to said
Court House and City Hall and will be further employed specifically to deter-
mine the degree of- protection, modification, if any, necessary to improve
protection or increase capacity and the estimated cost, therefore, and
WHEREAS, It is specifically understood by the Director of Civil Defense and
-by the Joint Court House and City Hall Committee that the decision, if any,
to modify said Court House and City HaU to implement said Civil Defense
program of said City is a decision to be made solely by the Joint Court House
and City Hall. Committee and that nothing in this Resolution contained sha11
obligate said Joint Court House and City Hall Committee or the Bureau of
Civil Defense to provide funds for storage of Civil Defense supplies or for
modification, improvement or change of said Court House and City Hall-in
said City in relation to the above matter hereof;
NOW, THEREFORE, BE IT
RESOLVED That the Court House and City Hall may be used'for the purpose of
ptovidi.ng Civil Defense Shelters and storage facilities, subject to the
continuing concurrence of the Joint Court House and City Hall Committee,
and a
RESOLVED FURTHER That the appropriate officers of said Joint Committee are

hereby authorized to execute the necessary agreement with the United States
of America acting by and through its assistant Secretary of Defense (Civil
Defense) as may be required to inp3lement the Civil Defense program by the
use of Court House and City Hall as stated above, and
RESOLVED FURTHER That no funds of said Joint Court House and City Hall
Committee shall be expended toward the modification, improvement or change
of said Court House and City Hall in relation to providing Civil Defense
Shelters and storage facilities vrithout farther resolution of this Committee.
