WHEREAS, Todd Hurley was born in Saint Paul in 1968 and grew up on the East Side, �aduating from Hill Murray High
School and earning a Bachelor's Degree in Business Administration from the University of Saint Thomas; and,
WHEREAS, Todd joined the Ciry of Saint Paul in 1986, at age 18, as a Recreation Leader and later moved to the Treasury
Section; ultimate]y becoming the City's Treasurer; and,
WHEREAS, Todd was proudly recognized for having completed the Mayor's Leadership Academy in 2003, was responsible for
collection and disbuzsement of all City and HRA funds, actively managed an investment portfolio in excess of $200,000,000 and
planned and administered the City's debt; and,
WHEREAS, Todd is a member of the Government Finance Officers Association of the United States and Canada (GFOA), the
Association of Public Treasurers, and the Joint Debt Advisory Committee (JDAC); and,
WHEREAS, Todd has contributed his time and talents to the people of the Saint Paul, participating in various community
initiatives such as Habitat for Humanity; and,
WHEREAS, Todd maintained the high qualiry of the comprehensive Five-yeaz Ovedapping Debt Manageme�t Strategy,
earning the prestigious Louisville Award for Innovation in Financial Management by the Govemmental Finance Officers
Association of the L3nited States and Canada; and,
WHEREAS, Todd and a team of City employees received the Certification of Excellence Award for the City's investment
policy established by the Municipal Treasurer's Association of the United States and Canada; and,
WHEREAS, the City's bond rating under Todd's management was upgaded by Standard & Poor's to AAA in 2001; and,
WHEREAS, Todd has contributed enormously to the City's financial health, repeatedly coming up with creative and responsible
financial plans;
NOW, THEREFORE, BE IT RESOLVED, that the Saint Paul City Council congratulates Todd Hurley on his new career
opportunity, recognizes him as a most extraordinary governmental employee, lauds him for everything he has done to make
Saint Paul a prosperous city, and thanks him for his many contributions during his 20+ years of service to the city.

IN APPRECIATION OF TODD HURLEY,
FRIEND AND CO-WORKER
WHEREAS, Todd Hurley displays his loyalty and his never ending devotion to his many
personal friends who have been known to supply discounts on high definition televisions,
lap top computers, automobiles, travel arrangements and the like; contribute beverages to
numerous golf outings; dispense advice on personal wardrobe choices for outings to Las
Vegas; and come up with the coupon for a two-for-one lunch; and,
WHEREAS, Todd demonstrates his adaptability by commonly responding to calls far
Toddler, Toddley, and Hurls; and,
WHEREAS, Todd displays his care and sincerity when he routinely calls his wife, Kim,
to learn about her day and beg for fish sticks for dinner, while riding home with his
fondly appreciated companions from Minneapolis on bus route 353; and,
WAEREAS, Todd constantly shows the integrity that is needed in a city treasurer of
high standing--like the time he brought his specially procured "ringer" contribution to the
Financial Services Annual Chili Cook Off; and,
WHEREAS, Todd exemplifies his commitment to his coworkers and colleagues by
standing by them through the best times and the warst of times, through thick and thin,
and of course, through last call; and,
WHEREAS, When Todd is not being City Treasurer he can be found helping to park
cars at the Assumption Lot on game nights or umpiring baseball and broomball at various
City fields; and,
WHEREAS, Todd is particularly proud of recommending that City credit be used to
assist HRA in the $16 million financing of the Smith Avenue Transit Hub which is
currently under construction on Cleveland Circle;
NOW, THEREFORE, BE IT RESOLVED, that Todd's many friends and co-workers
at the City of Saint Paul wish him the best of luck in his new position--even ihough it
won't be as much fun as working for the city--and encourage all citizens to raise a brew
or a fish stick to Todd in recognition of his many years of service and camaraderie.
