WHEREAS, Duan Corporation, 7415 Wayzata Boulevard, Minneapolis, MN, on behalf of
SteppingStone Theater, 314 Landmark Center, 75 West 5`� Street, Saint Paul, made application
to the Heritage Preservation Commission (hereinafter, the "HPC"), in HPC File No. 07-071, for
a building permit to rehabilitate the former First Methodist Church building which is located in
the Historic Hill Heritage Preservation District at 55 Victoria Street North (873 Portland
Avenue), for the purpose of housing the SteppingStone Children's Theater; and
WHEREAS, HPC staff prepared a report dated December 12, 2006, which shall be incorporated
into this resolution herein by reference and which described the subject building, detailed the
changes proposed for the subject building, provided background information regarding a concept
review of the project on February 23, 2006, stated the adopted guidelines for rehabilitarion in the
Historic Hill Heritage Preservation District as set forth in L,eg. Code § 74.64; and
WHEREAS, the said staff report contained the following Findings and Staff Recommendation to
approve the said application, subject to stated conditions:
FII�DINGS
1. The property listed above is located in the Hill Historic District and the
National Register Hill Historic District and is classified as pivotal to the Hill
District.
2. The proposal to lower the grade on the alley side complies with the guidelines
because parking access is off of the alley and to the side of the building, not at the
front. The visual sweep of pavement is separated from the building with lawn
and complies with the guidelines. Shrubs or other landscaping were not noted to
screen the cars and the guidelines state "All parking spaces should be adequately
screened from the street and sidewalk by landscaping." A landscape plan was not
submitted.
3. On the alley side of the property exists an historic iron fence which is an
important and contributing historic feature. The fencing could be salvaged and
used to screen the parking or placed near the side entries.
4. There is no roof demolition plan and the roof plan (A201) does not show the
existing boiler chimney, which is of a substantial size and has corbelling at the
crown. Removal of historic features is not recommended by the guidelines,
however, the needed changes in the interior underneath the chixnney may not
allow for the above roof portion to be stabilized and supported. It is located on
the alley toward the back of the property.
5. The roof penthouses, clad in a red metal to blend in with the roof shingle, will
have visibility from street level. At an earlier meeting, staff suggested the
architect explore a penthouse-type structure to mimic older skylights instead of

building dormers on one side, however, the metal, boxy shape does not have
similar detailing as an older penthouse. The roof is a simple feature with a low
slope and a symmetrical form. The addition of inechanical vents should be kept
as visually unobtrusive as possible and reinforce the symmetry of the building.
6. The red asphalt shingle proposed for the roof complies with the guidelines.
The additional height of the new insulated roof should have a minimal impact to
the existing metal cornices; however, the removal and covering of the built-in
gutters and the addition of exterior gutters will have a negative impact and is not
recommended by the guidelines that state "The original roof type, slope, and
overhangs should be preserved."
7. The overall repair and tuckpoinung of the brick appears to comply with
preservation standards and any cleaning shall be done with the gentlest means
possible. The proposal to remove the existing coating of the concrete and to
apply a"Flexcoat" may not be an appropriate technique to preserve the texture
and joint lines originally installed. The guidelines state "The original color and
texture of masonry surfaces should be retained. While unpainted masonry
surfaces should not be painted, paint should not be indiscriminately removed
from masonry surfaces because some brick surfaces were originally meant to be
painted." The SOI Standazds for Rehabilitation address the need for research and
investigative work to determine original finishes and to repair materials using like
materials and replicating textures and profiles. The wann cream color is
appropriate and this color was changed from the concept review with HPC
feedback.
8. The small two-story annex that exists is not considered a character-defining
feature even though the annex may be original or an early addition. Partial
removal of this annex will not have a negative impact to the site or district.
9. The guidelines state "Contemporary design for alterations and additions to
existing properties shall not be discouraged when such altexcarions and additions
do not destroy significant historical, architectural or cultural material and such
design is compatible with the size, scale, color, material, and character of the
property, neighborhood or environment." The proposed new addition recalls the
pilasters in the main building but in a simplified form. Using Mill finish (silver)
aluminum is not recommended by the Hill District Design Guidelines that state
"Appropriately colored ar bronze-toned aluminum is acceptable. Mill finish
(silver) aluminum should be avoided." Traditional windows, such as double-
hungs are preferred for new construction and if casement ar fixed windows are
approved they should have a proportion that relates well to existing openings on
the building. The alterations to the existing brick base to accommodate the new
entry are minimal and will not have a negative impact.
10. If new storm windows are to be installed, they should match the existing as
close as possible.
11. Installing a louver on the front facade where a door is located is not ideal;
however, if it is appropriately designed and the opening still recalls a door, then
the impact may be minimized. The side elevation where a window will become a
louver is on a street elevation but is toward the back of the building where its
impact may be minimal.

12. The proposal to replace the four original stained glass windows on the front
facade second floor with cleaz glass, anodized aluminum fixed-framed units does
not comply with the guidelines that state "Existing window and door openings
should be retained" and "The stylistic period(s) a building represents should be
respected. If replacement of window sash or doors is necessary, the replacement
should duplicate the material design and hardware of the older window sash or
door." The guidelines state that anodized aluminum is not appropriate and
appropriate finishes aze paint for wood or bronze-toned aluminum. Completely
removing character-defining windows on a primary elevation would negatively
impact the integrity and sib ificance of the building.
13. The proposal to replace the three main double doors with new doors of
anodized aluminum and glass also does not comply with the guidelines cited in
Finding 12 above. The doors are solid wood with recessed panels and are an
important character-defining feature.
14. The glass block insets at the landing of the main stairs were likely an original
or early design feature that allowed for light into the lower level. These types of
features should be preserved or at a minimum recalled in some way. The
proposed coating for the stairs will be acceptable provided the texture and color
closely matches the existing.
15. The stained-glass windows that are part of the main sanctuary (theater} space
will be blocked-in from the interior and no artificial lighring of the windows is
being proposed. Staff has concerns that blocking the windows form the interior
will hinder access for continuing maintenance and repair, as no repair of the
windows are planned at this time.
16. The plans note that the majority of the interior spaces will be removed and
while interior review of historic spaces is not part of the HPC's review, however,
documentation of all demolition work will be important for this structure.
17. The new lettering proposed for the front elevation will not have a negative
impact to the overall integrity and significance of the property. While the
guidelines do not recommend anodized aluminum for windows and doors, this
type of finish has been accepted by the HPC in the past; most recently the, Como
Conservatory. Any other banners or signage are not included in this review.
18. Floodlighting a historic building isn't always appropriate, especially if the
installation of lighting requires exposed conduit and additional attachments into
the elevations. Detailing of the fixtures, wattage and attachment specs were not
provided.
STAFF RECOMMENDATION
Based on the findings, staff recommends approval of the application provided the
following conditions be met:
1. A landscape plan be submitted that will propose proper screening of the
parking spaces in the alley. A detail of the trash enclosure be provided to staff for
final review and approval. The historic fence along the a11ey be salvaged for
reuse and a plan for reinstallation and location be submitted to staff for final
review and approval.

2. The roof penthouses be redesigned to be less visually obtrusive. This might �7 v� � a
inciude lowering the ridgeline so that it matches the main ridgeline (flat shed-like
rooY� or designing the vents to look like eyebrow dormers lowered from the main
ridgeline.
3. Exterior gutters shall not be added to the exterior and the built-in gutters shall
be maintained and repaired. The new downspouts shall be closed and finished to
match the building color.
4. All tuckpointing work shall comply with the SOI Standards and the Hill
Guidelines.
5. A report be submitted to staff which addresses the existing coatings and layers
of the concrete wa]ls with a detailed specification on any removal, prep work and
detailed information on the proposed coating system. This report shall be
reviewed and approved by staff and two or three members of the HPC.
6. The finish on the new addition windows, doors and awning be changed from
an anodized aluminum to a color painted finish or a darker metal color.
7. Any new storm windows shall match the existing flush wood storms as close
as possible.
8. The proposed louver on the front elevation be redesigned to recall the full
opening of the door. A final drawing be submitted to staff for review and
approval.
9. The four windows proposed for replacement on the front elevation will not be
approved for replacement. They shall be retained and repaired as the other
windows.
10. The three double doors on the front elevation will be retained and repaired. It
will be acceptable to replace the four upper recessed panels with glass to allo�v for
more light and to replace the hardware to comply with codes.
11. The glass block insets and the upper landing will be allowed to be removed,
but there sha11 be a change in color, design or texture to recall the openings.
12. The attachment of the signage will be minimized. No lighting is a part of this
signage proposal.
13. A detail of the floodlights will be submitted to staff far review and approval.
The wattage will be kept low and its installation shall have minimal impact to the
building.
14. Documentation requirements: Due to the significance of the building and the
level of demolition taking place on the interior, photo documentation will be
required for the interior lobby and sanctuary spaces (especially of the windows
from the interior) and a representative sample of the lower level. Photo
documentation is also required on all exterior elevations. Small-format black and
white is recommended by staff. This documentation shall be completed prior to
any work.
15. A mock-up wa11 of all approved finishes and materials must be completed at

members. No materials shall be ordered until there is a final approval of the
mock-up.
16. Any changes or revisions to the approved plans must be submitted to the
HPC and/or staff for review.
17. The HPC stamped approved construction level plans remain on site for the
duration of the project.

WHEREAS, on December 21, 2006, the HPC, having provided norice to affected property
owners, conducted a public hearing on the said building permit application and, at the close of
the public hearing, moved to approve the Staff Recommendation subject to modifications as
stated on the record and the moUon to approve the Staff Recommendation, as modified, passed
unanimously; and
WHEREAS, on December 27, 2006, the HPC's decision to approve the building permit
application was communicated to the applicant in a letter of decision which sets forth the Staff
Recommendation for approval of the subject application as modified by the HPC:
The application will be approved provided the following condition(s) be met:
1. A landscape plan be submitted that will propose proper screening of the
parking spaces in the alley. A detail of the trash enclosure be provided to staff for
final review and approval. The historic fence along the alley be salvaged for
reuse and a plan for reinstalling and location be submitted to staff for final review
and approval.
2. The roof penthouses shall match the revised design submitted at the meeting
with the lowered ridgeline.
3. Exterior a tters shall not be added to the exterior and the built-in gutters shall
be maintained and repaired. The new downspouts shall be closed and finished to
match the building color.

the site and final review must be completed by HPC staff and two or three HPC
members. No materials shall be ordered until there is a final approval of the
mock-up.
16. Any changes or revisions to the approved plans must be submitted to the
HPC and/or staff for review.
17. The HPC stamped approved construction level plans remain on site for the
duration of the project.
WHEREAS, on January 24, 2007, the applicant, pursuant to Leg. Code § 73.06(h), filed an
appeal from the HPC's decision and requested a public hearing before the City Council for the
purpose of considering the HPC's decision regarding condition No. 9; and
WHEREAS, on February 21, 2007, a public hearing was duly conducted before the City Council
where all interested parties were given an opportunity to be heard and, at the close of the said
public hearing, the City Council, having heazd the statements made and having considered the
application, the testimony, the report of staff and the record, minutes and resolution of the HPC;
does hereby
RESOLVE, that the decision of the HPC to approve the said application subject to the conditions
set forth in the HPC's December 27, 20061etter of decision in this matter is upheld as the
Council finds that the applicant has not demonstrated enor in the facts or findings of the HPC is
this matter and, accordingly, the Council adopts as its own the HPC's decision in this matter as
set forth in the staff report, findings and letter of decision in HI'C File No. 07-071; and

I am writing this letter on behalf of Steppingstone Theatre to request an appeal of
Condition #9 of the Herritage Preservation Commission's decision letter dated December
27, 2006 to the Saint Paul City Council under Chapter 73 of the Saint Paul L.egislative
Code.
We believe that Condition #9 was not an accurate record of the decision of HPC meeting
on December 21, 2006. Condiuon #9 stated that "The four windows proposed for
repiacement on the front elevation will not be approved for replacement. They shall be
retained and repaired as the other windows: ' We attended both HPC's Concept Review
meeting on February 23, 2006 and Final Review meeting on December 21, 2006. In both
meetings, majority of the commissioners favored removing the four stained glass
windows below the half round transoms on the main level on the front elevation and
replacing them with cleaz glass windows to allow more visibility of the lobby from the
street. We asked Paul Lazson, the HPC Chair, about this matter after we received the
decision letter; and Mr. Larson's recollection was the same as ours.
We did try to appeal to HPC; unfortunately we missed the deadline because of the
Holidays. We sincerely request the City Council to review this matter and give us the
permission to replace the four stained glass windows with clear glass windows, which we
believe is the actual decision by the Heritage Preservation Commission. Thank you very

Accarciin� to the Histpr�c Site Survey, t2�e First �isthcuIist Church was canstructed in I948 for
the estimated cvst of $1�€},000. The tiste�l archiTects for the l�uilding are Th�ri, A1ban and Fisher
and the cantra�tor ?�T.P. Frai�sen. tTnlike many cl�urches built in Saint Paul during that era rvhich
fo22ouresi a Late �rothic Revival design, this ehurch was inspired by the ciesign of a Roman
templ�. "i'he exterit�r ��alJs are srr�oothly dressed whitc sione in a cr�eie�seti ashlar pa�em. 'Tlse
rnonumezttal tern�le-frc�nt w7th its eight cotassat fluted Ic�nic eolumns had tiny gargoyles
supporting the pediment with � blind butiseye �s�sndow in zt�e tympanum and a cross at the top.
I'he Pediment has dentiis anfl egg and dart amonJ other moiding. The tluee double leaf doars
aee set iafo raunded arched openings �=it� keystozs€s and have stmined �lass franso�ns and egg
and dart molding. Bath rectangular an� ke}•stoned semi-circnlar ar�hed openings �uith stained

The applicant is pmposing to rehabilitate t�e FirsC Methodist C3�zz�ch into #he Step��ing5tone
Childr�'s Theater. �or the averatl site, regrading wiii Eake p�2ce alc�ng the atley to
accommodaie pazking spaces for staff and AI3A access. There are �ua Yypes c�f existing fencina
on the site u�ith originat corner �iers that match ihe building. The gians zndicais that much of the
fancing and piers �vill be ke�t along the t��o street sides, hn���e�=er, the olc3�r style £encing on the
aliey side does nr�t agpear tfl be pruposed for salvage and re-usa on the site. Thc roof is prgiposed

Hi Amy,
Since I will not be able to attend the February 21st hearing regarding the Stepping Stone
Theater's renovation, I would like to make my opinion known.
This letter addresses an email that has been sent out by a member of our
community encouraging people to support the Stepping Stone's appeal for design changes to the
building. While, as you know, I wholeheartedly support the Theater's plans to move into the
neighborhood and to renovate Yhe building, I disagree with this neighbor's argument for allowing
the the doors to be replaced and the leaded glass to be removed.
Maintaining the leaded glass and wooden doors is essential to the preservation of the building's
character.
I have copied the bullet points from the the letter and highiighted my responses:
. We believe that ciear glass wili provide an open and weicoming appearance to the building
give the clear impression that Stepping Stone Theatre is an active part of the life of our
neighborhood.
There are many ways to give a building a"welcoming appearance" with out eliminating the
building's defining features. A creative use of lighting can work wonders. Leaving the wood doors
fixed open and installing glass doors behind them might also create the desired efFect. I am sure
there are other options as weli. IYs possible to make it welcoming but the building is already
quite attractive as it is!
. Knowing that the building will be utilized by a large number of children, it will provide
Stepping Stone staff and parents a better opportunity to monitor children's behaviors on the
steps providing increased safety.
Again, glass doors could be installed without jeopardizing the appearance of the building.
. Clear glass doors and windows would increase security/safety in that Stepping Stone staff would
have a greater abiliry to see outside the building and appmpriate2y morutor/supervise activities;
while neighbors would be able to better see if there is questionable activity going on inside the
building during off hours and be able to notify authorifies.

I do not see how removing the leaded glass would help with security or monitoring the students'
activities since the windows are above eye Ievei. Again, if this is really an issue, there are more
creative ways to deal with this.
Lets not forget that this building is quite stunning as it is. It is also a historic structure and this
needs to be respected.

VJe are writing to you regarding the upcoming hearing before the City Council on Februazy 21�` to
consider the appeal by SteppingStone Theatre of the Heritage Preservation Commission's decision
requiring the retenfion of the stained glass windows and solid wood doors at their new building at
55 North Victoria Street/873 Portland Ave (File No 07-071).
As neighbors of the building, we strongly support the preservation of the current structure. However,
after review of the architecYs rendering of tiie renovations for the buiIding, we do support
SteppingStone's decision to utilize clear glass for the front of the building for the following reasons:
• We believe that clear glass will provide an open and welcomin� appeazance to the building
give the clear impression that SteppingStotte Theatre is an active part of the life of our
neighborhood.
• Knowing that the building will be utilized by a large number of children, it will provide
SteppingStone staff and pazents a better opportunity to monitor children's behaviors on the
steps providing increased safety.
• Cleaz glass doors and windows would increase security/safety in that SteppingStone staff
. would have a greater ability to see outside the building and appropriately monitor/supervise
activities; while neighbors would be able to better see if there is guestionable activity going
on inside the buiiding during offfiours and be able to notify authorities.
For thase reasons, we request that you support SteppingStone Theatre's appeal of the Heritage
Preservafion Cotnniission's decision.

I am writing to support SteppingStone Theatre's appeal of the recommendation made by the Historic
Preservation Commission. I live in the Ramsey Hill azea, so am well awaze of, and appreciate the
importance of, historic preservation. However, there are times when exceptions need to be made. The
building has been standing vacant for years and we now have aa organization willing to put it to good
use, but not as a church. Thus, some concessions need to be made. The requested cfianges, to replace
the colored windows and put in a gIass door, are intended to make the space safer for the actors and
more attractive to those attending theater (who do not want to be in a church). None of the changes aze
permanent changes to the structure; they can all be "undone" if the building is used as a church in the
future.
