INITIATING PROBLEM ISSUE, OPPOR7UNIN (WHO, WHAT, WHEN, WHERE, WHY)
The Saint Paul Police Deparm�ent responded to hundreds of loud college parties where underage
persons consumed liquor provided by adults. The police department could not effecrively
intervene or invesrigate these parties due to call volume and staffmg constraints. As a result many
of these parties remained unchecked and became chronic problems for the neighboxs who lived
neaz them The Western Dishiet initiated the idea of the ZAP (Zero Adult Providers patrol) as a
response to the problem and has found that it reduces repeat calls of tlus type. The Westem
� Dishict desires to continue its operarion.

normal staff to intervene and investigate college parties.
