CITY OF SAINT PAUL, MINNESOTA

WIIEREAS, the State of Minnesota Department of Natural Resources through its
Outdoor Recreation Grant Program has made funding available to assist local governments in
acquiring parkland and developing or redeveloping outdoor recreation facilities; and
WHEREAS, the City of Saint Paul is an eligible applicant and desires to submit an
application to the Department of Natural Resources on Mazch 31, 2QQ 1, in the amount of
$250,000 for the North Dale Recreation Center Play Area and Site Development project; and
WHEREAS, the City of Saint Paul owns the properiy on which North Dale Recreation
Center is located; and
9 WIIEREAS, site development work following building construction, including a
10 children's play area, parking, lighting, court azeas, fencing and landscaping, is needed at this site;
11 and
12 WHEREAS, the City of Saint Paul has the legal authority to apply for financial
13 assistance, and the institutional, managerial, and financial capability to ensure adequate
14 construction, operation, maintenance and replacement of the proposed project for its design life;
15 and
16 WHEREAS, the City of Saint Paul has not incurred any costs or entexed into any written
17 agreements to purchase properiy related to the above-referenced project; and
18 WHEREAS, the City of Saint Pau1 has not violated any Federal, State or Local laws
19 pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or
20 corrupt practice; and
21 WIIEREAS, upon approval of its application by the State, the City of Saint Paul may
22 enter into an agreement with the State of Minnesota for the above-referenced project, and the
23 City of Saint Paul certifies that it will comply with all applicable laws and regulations stated in
24 the contract agreement and described in the Compliance section of the Outdoor Recrearion Grant
25 Program application; now, therefore,

26 BE IT RESOLVED, that the City of Saint Paul act as 1ega1 sponsor for the North Dale
27 Recreation Center Play Area and Site Work project contained in the Outdoor Recreation Grant
28 Program applicafion to be subtnitted on March 31, 2001 and that the Mayor and proper City
29 officials are hereby authorized to apply to the Department of I3atiu�al Resources for funding of
30 this project in the amount of $2�0,000 on behalf of the City of Saint Paul; and
31 BE IT FURTHER RESOLVED, that the Mayor and proper officials of the City of Saint
32 Paul aze hereby authorized to execute such agreements as are necessary to nnplement the project
33 on behalf of the Ciry.
