Developer John Kerwin of Nicollet Restoration, Inc., has submitted a proposal to convert the former NSP generating plant on the Mississippi River near the intersection of Randolph Avenue and Shepard Road to approximately seventy-seven (77) to one- hundred (100) units of rental housing. This development is expected to consist of one- and two-bedroom units, with rents ranging from $200 to $900. Because of the extensive amount of renovation required to convert this building to housing,�the number of units, rents and bedroom sizes could vary from these estimates as planning for the project proceeds. The building is approximately sixty years oId and has been vacsnt since 1974. It had . been used as e generating plant by Northern States Power Company (NSP). The building was considered for demolition, but at the urging of City officials, NSP agreed to preserve . the building by selling it to a real estate developer for conversion to another use. It is ant:cipated that the conversion of the former NSP Plant building will be the initial �hase of�the first major mixed-use redevelopment project on the Mississippi Riverfront. Planning is now underway for the possible addition of a public marina, market-rate townhomes, commercial space, a restaurant and public recreational areas. � The building and approximately ten acres of land were recently purchased by John Kerwin of Nicollet Restoration, Inc., Minneapolis. Mr. Kerwin has extensive experience in the restoration of historic buildings and conversions. His most noteworthy projects in Minneapolis include the restoration of the Lumber Exchange Building in downtown and the Grove Street Flats Rowhouses on Nicollet Island. Riverfront Redevelopment Project (Chapter 462) Staff is working with the developer to establish a Redevelopment Plan under Chapter 462 of the State statutes for this project and to ekplore sources of public funding to assist this Riverfront development, which could eventually total over $13,000,000 of public and private investment. . (Over) , �� G��� ,� • Staff feels that the establish�nent of a Chapter 462 Redevelopment Plan for the area could provide the means to encourage the development of this blighted and underutil:z�� � segment of the River Corridor through the provision of infrastructure site improvements. The eventual development of the marina and related recreational areas will have a positive impact on the mar}:etability of the rental housing portion of the developmen�: and could provide dual public purposes of revitalizing this portion of the Riverfront and promoting the addition of rental units to the City's housing stoek. Island Station Project (Chapter 462C) The initial phase of the Redevelopment Plan and area is the rental housing development (Island Station Project), which would be financed by the issuance of multi-family housing revenue bonds in an amount up to $6,500,000. Total development costs for the Islar.d Station Project are estimated at �7,500,000. iYlembers of the District 9 Planning Council have discussed the proposal with the � developer and are very supportive of current plans for the.building and site. The developer will eontinue to consult the District 9 Council and other interested groups as plans are developed and finalized. Zoning and environmental approvals for the rental housing and the entire mixed-use development project will be conducted under the standard provisions of State law and the ftiverfront L�istrict of the City's Zoning Ordinance. These approvals will be coordinated through the City's new Riverfront Office. Recom m endation At this time, staff recommends approval of the attached resolution requesting a public . hearing before the City Council for submission of a financing program to the Minnesota IIousing Finance Agency (MHFA). In addition, staff recommends that Briggs and Morgan be designated as bond counsel. As of this date, the underwriter for the investment services has not been selected but will be designated prior to submission of the financing program to the Minnesota Housing Finance Agency (MHFA). Staff further recommends that they be directed to continue negotiations with the developer, underwriter and bond counsel for the housing program, and to report on the prod ess of the negotiations and the preparation of the Redevelopment Plan in a timely manner for final consideration of the Chapter 462C finaneing program.
