NEIGHBOBHOOD ZNFO TION MEETING - November 16. 1989 ' PUBLIC ING - December 5. 1989 PROJECT: Construct a storm sewer system and sanitary sewer modifications to accomplish sewer separation, water and :sewer service connections. street improvements and a bent strav style lighting sys em ia part of the Belt Line Sewer System. The area is bounded by Prosperity Ave ue. Cottage Avenue� Renaard Street, and Ames Avenue. EXISTING CONDITIONS: The project area is presently s rved by a combined sewer system. During peri- ods of moderate to heavy rainfall there have been reports of sewer backups into basements and surface floodi g problems. Some of the streets �ithin the roject area have an oiled roadway surface with no curb. The driving surfaces ar fair to poor and roadvay widths vary be- cause of lack of curb. Some street segments within t e project area have curb. �iovever� attempts made to salvage old curb when rec nstructing road surfaces have been unsuc- cessful in the past; therefor � we are proposing to remove existing curb and construct new curb and gutter on iled streets. PROPOSED IMPROVEMENTS: Street improvements, street light ng and sever construction are proposed for the following streets: ,�iaryland Avenue from Barclay o Kennard Kagnolia Avenue from Barclay o Hazelwood Ames Avenue from Birmingham ( xtended) to Hazelwood Aose Avenue from Barclay to C 1-de-sac Barclay from Ames to 300' nor h and from Magnolia to Rose Hazelwood Street from Marylan to Clear Mechanic Avenue from Etna to ast termination Street improvements and street lighting only are proposed for the following streets: Ames Avenue from Clarence to irmingham (extended) Barclay Street from Rose to M ryland Hazel�rood Street from Ames to Maryland Page l. HAZMAG . � � � � . � � � �� ���-a�.� (Hazelwood/Magnolia Sever Separatio & Paving) As showa on the attached project p, a number of oiled streets are not . proposed to have atorsn sewer rovements and will aot be improved in 1990. ' These were cut back due to budget co straints under the paving program. The Hazelwood/Magnolia project is p oposed to be constructed aloag with a Metropolitan Waste Control Commis ion (Mt�iCC) project ia the area. This MWCC construction project. kaown as the M ddle Belt Line Interceptor Eztensioa, is shown on the attached map. Since the projects directlq affect each other� it was determined to be expedient and c st effective to coastruct them as one project with one contractor. Th refore. all work for the Hazelwood/Magnolia project will be done through the con ractor on the MWCC interceptor project. The new storm sewer construction is art of a long-range storm se�er project which vill result in a separated torm and sanitary sever system for the Belt Line area. The street and lighting provements proposed would compli.ment the storm sewer construction. New b tuminous roadvays with concrete curb and gutter are being proposed. All driveway aprons will be reconst cted with concrete and a nev concrete _ outwalk will be constructed for each home. Boulevards will be regrade¢ and sodded. A ne� energy efficient so ium vapor lighting system will be in- stalled. Trees will be planted the boulevard areas as needed to reforest, the area. A number of boulevard trees are pl ed to be removed during coaetruction of the project. ALTERNATES: To do nothing would be inconsistent v'th the City's coanmittment to separate the combined severs and to impro e existing oiled streets. Doing nothing would also eliminate the advantages o constructing the project in conjunction � with the MWCC interceptor project Constructing sewers without street im- provements has not been effective in the past� in that the eYisting oiled streets are not capable of vithstan iag the construction activity necessary to construct the severs� and merely re tore the trench areas. Improving the road�ays in conjunction with sewe construction will save time� money and inconvenience later. POSITIVE BENEFITS: Siith the completion of the Citq's sew r project. the chance of sever backups into basements and surface floodi g will be reduced. aad after rainleader disconnections, sewer backups into asements will be � eliminated. Combined sewer overflows into the Mississip i River will be reduced. General improve- ment of the public right-of-way in co junction with street construction will enhance aad add quality to the n ighborhood. Street oiling would be elimi- aated on new bituminous roadways. ADVERSE EFFECTS: Normal problems associated with const ction. such as noise, dust. and general disruption will be present. The interceptor and street const tion on Maryland Avenue will necessitate closure of the street to through traf c for several veeks. Due to the depth and degree of the sewer constructio , it is not feasible to construct it under traffic. A detour will be set up to route traffic oa Prosperity Avenue, Ivy Avenue. and White Bear Avenue. Spec'al routing of MTC bus will be provided to keep service to Maryland Avenue as muc as possible.
