EDGCUMBE SCH L SITE RESOLUTION
WHEREAS, the Edgcumbe School Site h provided the community surrounding it
much needed recreational open space as ell as the services of the Southwest Team
Police since 1977 when the public school e ceased; and
WHEREAS, the District 15 area has the ast amount of programmable recreation
space per capita anywhere in the City; an
WHEREAS, the Highland-Groveland Re reation Association (HGRA), representing
more than 1,800 families, regularly uses t e soccer fields at Edgcumbe School during the
summer months and has expressed their ncern that the open space be preserved in
any sale of the site to Talmud Torah;
WHEREAS, the City of St. Paul and the St. Paul Public Schools have entered into
agreements which address the disposal o surplus school properties, which provides the
City with the first right of refusal when p operties are considered as surplus, and the
School District has, in fact, conveyed Su lus open space such as the Mattocks School
Site to the City; and
WHEREAS, the Edgcumbe School Site as incorporated into the City's Comprehensive
Plan as a part of the Parks and Recreati n System on March 21, 1985 as Neighborhood
Open Space; and
WHEREAS, State Law, Minn. Stat., Sec 462.356, Subd. 2, provides for the involvement
of the municipality when any other gove nmental unit operating within its boundaries
seeks to dispose of or acquire real prop rty for the purpose of reviewing the proposed
action in relationship to the municipal p an; and
WHEREAS, the St. Paul Public School have offered the Edgcumbe School Site to
Talmud Torah, a private pre-school and elementary school which has existed in St. Paul

for many years, and Talmud Torah has a eed to the terms offered by the St. Paul
Public School; and
WHEREAS, Talmud Torah recognizes t e great value placed on the recreational use of
the open space that exists on the Edgcum e School Site and has made a commitment to
the City of St. Paul that all the open spac remaining at the Edgcumbe School Site after
construction of the Talmud Torah school uilding would remain as open space for use
by the Talmud Torah School and the pub ic on an agreed upon basis; now, therefore, be
it
FURTHER RESOLVED, That pursuant o Minn. Stat., Sec. 462.356, Subd. 2, the City
finds that the continued use of the Edg be School Site for school and open space
purposes is consistent with the City's Co prehensive Plan if there are legally binding
agreements that the remaining open spa at the Edgcumbe site, after construction of
the school, will remain as open and recr ation space in the future with access for City
recreational programming and the gener 1 public; and be it
FURTHER RESOLVED, That the St. ul City Council hereby requests the St. Paul
School Board, in any sale of the Edgcu e School Site to Talmud Torah, to
provide in the purchase agreement for a legally binding guarantee of continued public
use of the open space at the Edgcumbe ite by placing conditions on the future use of
the open space by Talmud Torah or sub equent purchasers or by conveying the re-
maining open space to the City on ter to be negotiated v�rith the City and subject to
final approval by the City Council; and e it
FINALLY RESOLVED, That the City ereby acknowledges the School DistricYs
commitment to the City in any sale of t e Edgcumbe Site, to make suitable School
District space available to retain the So thwest Team Police Station in the Highland
area.
