RESOLVED, That in accordance wlth hapter 62 of the Administrative Code
and Minnesota Statute Chapter 429, the Council of the City of Sa1nt Paui
does hereby fix the t Oth day of Oct ber 1989 at 9:00 A.M.., as the date on
which the Council will hold a Publi Hearing in the City Council Chambers,
Saint Paul, Minnesota, to consider t e level of street and alley
maintenance to be performed in the City of Saint Paul in 1990 and the
costs to be charged against the ben fitted property, and the City Clerk is
hereby directed to publish notice o this Hearing pursuant to Minnesota
Statute Chapter 429 and the Depart ent of Finance is hereby directed to
mail notices to affected propert.ies in accordance with said Chapter 429.

NOTICE PUBLIC HEARING
Norice is hereby given that a Public He ing will be held on the 10th day of
October 1989 at 9:00 A.M. in the Saint aul City Council Chambers,City Hall and
Court House,Saint Paul,Minnesota. T e purpose of the Public Hearing is to
consider the level of service of street m intenance to be performed in the City of
Saint Paul in 1990 and to consider the c st of such service to be charged against
benefitted property in accordance with Chapter 62 of the Administrative Code.
The particular service to be performed nd the estimated costs as proposed by the
Department of Public Works are as foll ws:
LA I- T R L REE
Descri�tion:
Class I service will be performed on all downtown streets within the following
boundaries: Kellogg Boulevard on the outh and west,Eleventh Street on the north,
and Broadway on the east.
Proposed 1990 Level of Services:
The downtown streets will be swept ee times per week and flushed five times per
week. All routine maintenance,includ ng patching and repairing of street surfaces,
will be performed on an as-needed bas s.
Pro�osed Assessment:
All Class I service will be assessed at a ate of 3.11 per assessable foot for all.
A II- YIN MMER ND AR RI L TRE
Descri�tion:
Class II service will be performed on outlying commercial and arterial streets in
the City. These are the major arteries ' the City and have both heavy volumes of
vehicular and pedestrian traffic and ha e frequent business or commercial properties
fronting on them. Typical examples w uld be as follows: University Avenue,
Snelling Avenue,West Seventh Street, ast Seventh Street,Rice Street,Payne
Avenue,Arcade Street,Summit Aven ,Grand Avenue and others. All of these
Class II streets are accurately defined a map available for viewing in the
Department of Public Works,900 City all Annex.
Proposed 1990 Level of Service:
The Class II streets would be cleaned a proximately 18 times per season. All routine
maintenance,including patching and r pairing of street surfaces,will be done on an
"as-needed"basis.

Proposed Assessment: �
Under Class II service there will be tw assessment rates,one commercial and one
residential. The commercial property r te will be 2.14 per assessable foot and the
residential property rate will be�97 p assessable foot.
LA III-ALL RE IDENTIAL TR T
Description:
Class III service would be performed o all residenfial streets including oiled streets,
paved sireets and intermediate type st ts.
Proposed 1990 Level of Service:
Residential streets,including oiled,pa ed and intermediate streets,would receive
thorough cleaning each spring which ould include sweeping and flushing.
Patching and repair work would be do e on an "as-needed"basis. Approximately
150 miles of oiled streets would receiv a sand sealcoat and approximately 20 miles of
paved streets will receive a chip sealco t. In the fall (weather permitting)leaves
would be picked up from these streets.
Pro�osed Assessment:
Under Class III service to residential s eets,we have two assessment categories. The
commercial property rate would be 1. 5 per assessable foot and the residential
property rate would be .�97 per assess le foot.
CLASS IV-ALL OILED AND PAVE ALLEYS
Description:
Class IV service would be performed o all oiled,paved and intermediate type alleys
within the City.
Proposed 1990 Level of Service:
All oiled,paved and intermediate alle would receive a thorough cleaning each
spring. Efforts would be made to com lete the cleaning by June 15th. All routine
maintenance,including patching and r pair of the alley surface,would be performed
on an "as-needed"basis.
Pro�osed Assessment:
The proposed assessment rate is�p r assessable foot for commercial properiy and
.51 per assessable foot for residential roperty.

A V AND VI- NIMPROVED TREET AND ALLEY
Descri�tion:
Class V and VI service will be perform d on unimproved streets and alleys. By
unimproved,we mean those streets an alleys that have not been developed for one
reason or another. They are platted Cit rights-of-way;however, the abutting
residents have never petitioned for thei improvement nor have there been any
assessments levied. Because they are C ty rights-of-way, the City has the
responsibility to perform minimal rep s and maintenance work to reduce hazards.
Proposed 1990 Level of Services:
The maintenance and repair of these s ets and alleys will consist of patching,
minor blading,placing of crushed rock d other stabilized material in order to make
them passable and reduce hazards.
Pro�osed Assessment:
The proposed assessment rate on unim roved streets is .59 per assessable foot for
commercial property and .39 per asses able foot for residential property. The
proposed assessment rate on unimprov d alleys is .30 per assessable foot for
commercial property and .20 per asses able foot for residential property.
