9 That the following sectio 94.18 of the Saint Paul Legislative Code is
10 hereby amended as follows

12 Sec. 94.18. BackfloW Pre enters. �`

14 Installation, maintenan e and testing of backflow preventers shall be
15 according to the State of innesota Plumbing Code. Annual testing of reduced
16 pressure zone backflow pr enters is required. Upon receipt of.notice for
17 annual testing from the w ter utility, property owners shall have thirty
18 (30) days in which to hav , backflow preventer testing accomplished by a
19 c-�F����-�1�€�-gFe�e�r F-�&�Fr licensed vlumber with backflow testing
20 certification. Test resul shall be furnished to the utility. The
21 utility's annual fee for ministering the backflow preventer testing
22 program shall be twenty d lars ($20) per backflow prevention device.
23 Failure to comply with pr isions of this section shall be cause to
24 terminate water service a er proper notice.

27 This ordinance shall tak effect and be in force thirty (30) days from and
28 after its passage, approva and publication.

Amendment of Section 94.18 o the Saint Paul Legislative Code.
BACKGROUND INFO MATION
Section 94.18. Backflow Pr venters, is proposed to be amended to require
testing of Reduced Pressure Z ne Backflow Preventers by a licensed lumber.
Per the Minnesota Plumbing C de Section 4715.2161 testing must be conducted
by "Qualified personnel . . acceptable to the administrative authority".
The State of Minnesota ad inisters certification of testers for cross-
connection control. There re approximately 1,000 certified testers in the
state. This includes people w o are non-licensed plumbers.
The City of Minneapolis r stricts RPZ testing to licensed plumbers. This
approach has a number of adva tages:
1. If repair is require , a plumber can repair the RPZ on
the spot. Which makes for improved customer service.
2. Administration of pro ram is simplified and much easier.
There are currently 1 7 licensed plumbing contractors in
the city.
3. Device installation d overhaul/rebuild every five (5)
years is required by a licensed plumber.
RECOMMENDATION
Board approval of the Reso ution and companion City Ordinance revision is
hereby recommended.
