WHEN, WHI RE, WHY): The exis;g snow emergency plowing procedure does not readily lend itself to operational changes. This will allow snrlw emergency timing to be more proactive. Under • is improved approach, all snow emergency routes which include arterial streets and one -half of all north -south residential streets (either the east half or the west half) are plowed at night. Thi . is generally true throughout the city, although exceptions were incorporated to accom i odate heavy parking demand areas and other factors. Then, beginning the following mornin: all the east -west residential streets and the other side of the north -south residential streets are •'lowed. Currently all streets plowed at night ar posted with signs that read "SNOW EMERGENCY ROUTE" or "SNOW EMERGENCY RO TE — THIS SIDE OF STREET." The snow emergency route plowing that is done at night is g nerally referred to as "Phase I" and all streets plowed on the following day are generally referre• to as "Phase II ". The words "Snow Emergency Route" sometimes leads to confusion since all treets are plowed during a declared snow emergency. What the signs really do is define whic streets are plowed first (Phase I) when a snow emergency is declared. While the order of plowin; Phase I and Phase II streets is generally logical and workable, there are occasions when it ' oes not result in the most timely performance. As an example, if snow were predicte • to begin in the early evening and continue throughout the night (ending by morning) a snow : mergency could not be declared for 9 P.M. that evening, because of expected accumulation of s .w through the night. But a snow emergency could be declared to begin the following morni on the heretofore defined Phase II streets. With the present signing and announcement sys i em that is in place this could be very confusing. A snow emergency would have to be declared ';.r 8 A.M. for the east -west residential streets and the non- emergency side of the north -south stre I is (non -snow emergency routes) and then at 9 P.M. for the snow emergency routes. It would be o I ,posite to the established snow emergency sequencing. The significant advantage is that it wo 'Id allow plowing of the Phase II streets first instead of having to wait a whole day to cycle tht system. This would result in Saint Paul streets being plowed nine hours sooner during som snow emergencies. 1 One way to allow this improvement without confusion is to change the signage. As stated, signs in place now read "SNOW EMERGENCY ROUTE" or "SNOW EMERGENCY ROUTE — THIS SIDE OF STREET." This proposal would change the existing signs to read "NIGHT PLOW ROUTE" or 'NIGHT PLOW ROUTE — THIS SIDE OF STREET." It would follow then that streets without signs would be "day plow routes." With this type of plowing definition in place, it will be feasible to declare a snow emergency to begin either in the evening on "night plow routes" or the following day on "day plow routes' thereby minimizing public confusion and allowing — most importantly — completion of snow plowing up to nine hours earlier than current practice. Changing nomenclature of the signs Will allow this operational variation, which may better fit some particular snowfall timings. It w.11 also have the added benefit of eliminating the need for a "total system" snow emergency (plowing all streets) in cases when there are a series of one -to- two inch snowfalls and the arterial stre its were being plowed and sanded during regular operations. This would allow the option to declare a snow emergency just for the "day plow routes" (the east -west residential and cne -half of the north -south residential streets). AJS / tme 8 -8 -94 2
