1. The minutes of October 26, 1988 were approved as submitted.
2. FINAL ORDER: Construction of the STARKEY/PLATO STORM SEWER PROJECT.
(Bounded by the Mississippi River on the northwest. by Walter Street
� (extended) on the southwest, by Wood Street more-or-tess on the
southeast and b� Eva Street on the northeast)

• 3. FINAL ORDER: Constructing sanitary, storm sewer and water service
connections if requested by the property owner, for the STARKEY/PLATO
AREA STORM SEWER PROJECT.
Chris Nicosia, Public Works Department, explained this project is mainly
down by the Amhoist area near the airport. A meeting was held in the
neighborhood but no one showed up. 1t is mostly industrial and
cortunercial propertv. There will be a minimum amount of disruption with
the project, he added.
Counciimember Dimond asked if there is any li.ghting included in this
project and Tom Kuhfeld explained ali of the construction being done is
off the streets right-of-way and there is no actual street construction,
therefore there is no lighting. The first phase of this project on
Fillmore did include lighting, he said.
Bill Fox, from Fox Products, said they have property at 137 and 149 S.
Robert Street and are concerned with the accessibility to tt�eir plant
for loading and unloading trucks during the construction period. Marv
Sorvala, consultant on the project, said he had taiked to Mr. Fox
previously but did not have all the plans finalized at that time. He
assured Mr. Fox he would be able to get his trucks in and out of his
place of bu�iness during construction. The ciosing of the Robert Street
bridge may cause a few problems but they will work with him to make sure
he does have access. No one else appeared.

constructing a storm sewer in Fourth Street. The pr�ject area is
bounded by Interstate 1-94 to the north, vacated Kittson to the west.
the Mississippi River to the south and Commerciai Street to the east.

5. FtNAL ORDER: Constructing sanitary, 'storm and water service
connections. if requested by the property owner, for the combined
sewer separation pro.ject known as the TROUT BROOK OUTLET (Phase A).
(Laid over in Committee 11/9/88).
Chris Nicosia, Public Works Department, said these two items were laid
over because of two concerns. One was how long Fourth Street wouid be
. closed and the other was coordination with the bike path.
Tom Roushar, consultant with Howard Needles, Tamnen 8 Bergendoff,
displayed a map showing the sewer would go down to the Mississippi River
and cross Fourth Street and Warner Road. He stated they expect Fourth
5treet to be closed a minimum of 60 days. He mentioned there has been
an increase in traffic by 400 cars per day since about the middle of
1987, probably because of the I-94 work being done. The question about
possibly going under Fourth Street was raised and Mr. Roushar said it
• would be extremely expensive to do that. Councilmember Long asked about
attaching to the costs something to indicate how much could be saved if
it is done in 5 or 10 days less and Mr. Roushar said he would make an
attempt to do that.
Councilmember Dimond commented after looking at the map shown by Mr.
_ Roushar. his concerns about the bike trail were answered. The map
previously shown them. he said, was not clear as to where the sewer
would actually go. Regarding the trees, Mr. Dimond said he would not
like to see this area a bulldozed strip but would like to see some
vegetation there. No one appeared.
MOTION: by Councilmember Dimond to recommend approval was approved on a
3-0 vote.
6. RESOLUTION 88-1795: - Amending C.F. 85-1124 which established
residential permit parking adjacent to St. Thomas College by removing
the restrictions on both s ides of PORTLAND between Prior and Howell.
Chris Nicosia, Public Works Department, said when St. Thomas College
first applied for permit parking around the area the people felt parking
would be pushed in their neighborhood and that is why they had requested '
perrnit parking in this block. They have found now there is no need for
it and are asking to have it removed.
Clarence Bregel, 1920 Portland Avenue, said they fought this a couple of
• times. He is 77 years old and has three children and they can't come to
visit him because of the permit parking. Halloween night 3 or 4 of them
received tickets for parking there. People who rented duplexes or
fourpiexes all got permits and made the matter worse than it was before.
We want to be able to live in the neighborhood so our family and friends
can visit us without getting a ticket> he added.

Tom Zastrow, 1923 Portland Avenue, said originally the parking was
probabty necessary but since then St. Thomas College has shown good
faith and have addressed their parking problem and several things have
changed so we think it is no longer necessary. No one else appeared.

3-0 vote.
