Council Chambers Third Floor City Hall and Court House Saint Paul, Minnesota The meeting was cailed to order by Vice President Rettman at 9:� A.M. � Present - 4- Councilmembers Grimm, Guerin, Long, Rettman Absent - 3- Councilmembers Maccabee, Thune(arrived later), and �Ison Councilmember Rettman said item # 17 should be adopted today and moved approval of the Consent Agenda as amended. COMMITTEE REPORTS: 18. Resolution - 93-86 - amending the 1992 Capital Improvement Fund by adding spending and financing for the Downtown Bus Lane Consolidation project. (Finance Committee recommends approval) Councilmember Long requested this item be laid over because he has received many calls in opposition and would like additional time to review the issue. � Councilmember Thune said it is scheduled to be discussed at the Public Works Committee on April 7th and moved an indefinite lay over. Roll Call Yeas - 5 Nays - 0 Laid over indefinitely. 19. Resolution - 93-216 - amending the 1993 Budget by transferring $407,535 to the financing and spending plans of the Police Department. (Finance Committee recommends approval) Councilmember Long questioned where the money was coming from. Councilmember Rettman explained a court order required the allocation. Councilmembers Long and Thune moved approval. Adopted Yeas - 5 Nays - 0 20. Resolution - 93-252 - amending the 1993 Budget to remove Planning & Economic Development Department Professional Services Funds from Contingency. (Finance Committee recommends approval as amended) Councilmember Long requested a lay over of one week to clarify how the monies were being spent and said the priorities for Federal legislation had not been discussed in the Intergovernmental Relations Committee. Councilmembers Thune and Maccabee spoke in opposition to a lay over noting it was a • continuation of a current contract. Councilmember Rettman explained the amendment recommended by Committee for requiring a bidding process prior to signing a contract. After further discussion about the Finance Committee amendment and the priorities for Federal legislation, Councilmember Thune moved approval as amended. Adopted Yeas - 5 Nays - 0 21. Resolution - 93-254 - approving the creation of a new classification of Police Dispatcher in Grade 35 of the Clerical Standard Ranges. (Finance Committee recommends approval) Councilmember Grimm moved approval. Adopted Yeas - 5 Nays - 0 22. Resolution - 93-278 - amending the 1993 Budget to remove 1993 Planning & Economic Development Consultant Funds from Contingency. (Finance Committee recommends approval as amended) (Discussion on following page) 191 Aprii 6, 1993 (Discussion from previous page) Counciimember Long questioned the need to hire a consultant for outreach and suggested interns could do the work. Councilmember Rettman summarized the Committee discussion and spoke in opposition to the funding. Councilmember Grimm spoke in support of the allocation. After further discussion, Councilmember Guerin moved a lay over of one week to have Pianning & Economic Development staff meet with Councilmembers on this issue. Roil Caii Yeas - 5 Nays - 0 Laid over until April 13th. PUBLIC HEARINGS: 23. Third Reading - 93-377 - An ordinance to amend Section 364 of the Legislative Code relating to window cleaning. (Human Services, Health & Business Regulations recommends approval) � No one appeared in opposition. Laid over until April 13th for Final Adoption. 24. Third Reading - 93-378 - An ordinance to repeal Chapter 319 of the Legislative Code relating to bill poster. (Human Services, Health & Business Regulations recommends approval) No one appeared in opposition. Laid over until April 13th for Final Adoption. 25. Third Reading - 93-379 • An ordinance to repeal Chapter 190 of the Legislative Code relating to truck and wagon scales and registration of weighers. (Human Services, Health & Business Regulations recommended approval) No one appeared in opposition. Laid over until April 13th for Final Adoption. 26. Resolution - 93-417 - approving an application for a Recycling Processing Center by Rick L. Anderson dba Ray Anderson & Sons Co., Inc. at 930 Duluth Street. No one appeared in opposition. Rich Anderson, General Manager of the Company said he was here today to answer any � questions that Councilmembers might have. Councilmember Guerin reviewed the 3 stipulations on the License and Mr. Anderson agreed with them. Councilmember Grimm spoke in favor of the application. Councilmembers Grimm and Guerin moved approval. Adopted Yeas - 5 Nays - 0 192 April 6, 1993 Councilmember Grimm moved to adjourn the meeting.
