The meeting was called to order by President Wilson at 9:05 A.M.

23� Public Hearing on the Public Works recommendations regarding an interim plan for
; accepting the Belt Line and Trout Brook Interceptors being declared surplus by the
� Metropolitan Waste Control Commission (MWCC). (Referred to Finance and Public Works
� Committee on May 18th and continued the Public Hearing to June 1 st)
; Councilmember Maccabee questioned the Committee recommendation. After a brief
discussion, Councilmembers agreed to continue the Public Hearing until June 3rd in order
to have Gregg Blees, Council Research, supply additional information regarding the
Committee action.

12�: Resolution - 93-595 - approving a one year contract with Cable Access Saint Paul. (Public
Works Committee submits to Council without recommendation) �
.: Councilmember Thune said that Councilmember Rettman had expressed concerns
regarding Union wages being paid to employees of Cable Access Saint Paul and asked
questions of Ms. Wigfield.
Ms. Wigfield answered questions of Councilmembers.
Councilmember Maccabee proposed amendments regarding collaboration and planning for
the network and the make up and appointment process for Board members.

;. Councilmember Long spoke in support of the new contract and said the key is expanded
-� outreach to the Community.
Councilmember Grimm spoke in support of assuring accountability in the new contract.
After further discussion, Councilmember Thune moved to allow the City Attorney to draft the
amendments discussed today.

Resolution - 93-740 - approving an extension of the moratorium adopted December 3, 1993
under C.F. 92-1828 on the approval of new appiications for State Currency Exchange
Ucenses, for 90 days to expire on August 31, 1993.
Councilmember Grimm moved approval.

24. Communication from Mayor Scheibel vetoing C.F. 93-503 which upheld an appeal to the
granting of a special condition use permit (SCUP) for a Bed & Breakfast at 284 Exchange
Street; applicants Gayle Gilliand and Lila M. Scully. (Laid over from May 25th)
Councilmember Thune said he believes the conditions put on the permit will address his
and the neighbors concerns and no action is needed.
Councilmember Thune moved to adjoum the meeting at this time.
