AQDITIONAL ITEMS: 1. � Resolution - 93-705 - changing the rate of pay for 38 female dominated classifications. (Finance Committee recommends approval and laid over from June 22, 1993) Councilmember Maccabee requested a lay over of this item. Councilmember Long said the Council needed a written extension from the State or must act upon this item by Tuesday, June 29th. Councilmember Guerin asked if the penalty for not acting on this resolution was imposed, when would the penalty take effect? (Continued on foltowing page) 363 June 24, 1993 (Continued from previous page) - Questions were asked as to whether the State would accept an Eariy Retirement Incentive as a way to work toward Pay Equity. -� Jerry Serling from AFSCME reinterated that this was a cooperative agreement between � management and the unions and was a compromise agreement. Councilmember Guerin stated that there were two other plans that were less costly than the ° plan presented and one of these shouid be accepted. ��� Extensive discussion ensued among Counciimembers, Pam Wheelock Budget Director, - Mark Robertson Human Resources, Jerry Serfling AFSCME Union and John McCormick ` Assistant City Attorney. Councilmembers requested additional information from both the Budget Department and the Human Resources Department in writing by June 29th. , Councilmember Thune moved to lay over the item until June 29th. Roll Call Yeas - 6 Nays - 0 Laid over until June 29th. 2. Resolution - 93-819 - approving the Pay Equity Report. (Finance Committee recommends approval and laid over from June 22, 1993. Y' Councilmember Thune moved to suspend the rules to introduce the following resolution. �' Adopted Yeas - 6 Nays - 0 �: � Resolution - 93-907 - requesting that the Mayor's Office prepare a feasibility study on � offering a"1993 Early Retirement Incentive Program". Councilmembers, Grimm, Guerin, Maccabee and Thune left during discussion of the following item and did not return. 30. Public Hearing to consider testimony in conjunction with the enactment of a City 1/2 cent sales tax. Stuart Steinman, 1046 Douglas Road opposed the sales tax increase and said many consumers will go elsewhere to shop for jewelry, exercise equipment and other large purchases. James Gilliland, 1920 Roblyn Avenue, a candidate from Council District 4 said he is against - the tax. Deon Greethurst, 1416 Burr Street opposed the increase as it will chase business outside the city limits to malls. (Discussion continued on following page) 364 June 24, 1993 (Discussion continued from previous page) ' �: Pat;and John Beck, 291 W. 7th Street, # 1609 spoke against the increase as it wouid be a burden on the elderly and fixed income families. Mr. Beck said the City should stop `� making money for rich investors in Saint Paul. Jerry Isaacs, 291 W. 7th Street #1705, a candidate for Mayor, also opposed the tax increase as the citizens of Saint Paul are being robbed of their right to a referendum to kill the sales tax increase by not being able to vote against the tax in the fall election. Dan Jeans, 940 Rice Street, businessman said he is for the sales tax increase and there is a need to bring business back to the City. Mr. Jeans said that people need to do their share to make this happen in Saint Paul. He cited the efforts made by himself and other business persons on Rice Street to bring small business back to the City. Robert Shaum and Bruce N. Davis, members of the Midway Chamber of Commerce said they were in support of the tax and monies received from the increase must go to improving the neighborhoods. Ray Faricy, 2225 Summit Avenue, a candidate for Mayor, said he is in favor of the increased tax and the renovation of the Civic Center to lure more trade shows and conventions to Saint Paul but that there must be enough revenue generated to ensure payment of the bonds. � Jeff Peterson, Econ Lab said he was in favor of the tax increase to improve the business � atmosphere in Saint Paul. ' :' Jonathan Rockwell, 275 Goodrich Avenue felt a bigger percentage of the revenue generated ;� from the sales tax increase should go to improve the arts in Saint Paul. � Malcolm McDonald, 21 E. Oaks Road, a member of the Saint Paul Area Chamber of Commerce spoke in support of the tax and what it would mean for the City. . Jerry Blakley, 147 N. Milton, a candidate for City Council in Ward 1, also was in support of � the tax increase and felt that tough decisions had to be made for Saint Paul. The City : Council had been elected to lead and should do so. y Susan Murphy, 1506 Grand Avenue # 2, spoke in favor of the increased tax to renovate the Civic Center. Steve Young, 1896 Summit Avenue, Chairman of the Children's Museum was in favor of the tax and said the Cultural Corridor would benefit from the tax. Jim White, 1401 Eleanor, opposed the sales tax increase and would not support it. He felt libraries and parks were just as important as the Civic Center. �.: Bob Tuerk, owner of the House of Clocks at 1435 White Bear Avenue said he is against the ` tax. He said he is only a few blocks from the City limits and people will go to the suburbs �: to buy large ticketed items. � Stephen Katainen, owner of Furniture Minnesota at 967 Payne Avenue said he is not in :.: favor of the increased sales tax. Mr. Katainen said the furniture selling business is very competitive and people will simply go outside Saint Paut to buy large items. 365 June 24, 1993 Meeting was disolved.
