Minutes 08-17-1993 SUMMARY MINUTES OF THE SAINT PAUL CITY COUNCIL _ Tuesday, August 17, 1993 9:00 A.M. Council Chambers Third Fioor City Hall and Court House - Saint Paul, Minnesota The meeting was called to order by President Wilson at 9:08 A.M. Present - 5- Councilmembers Grimm, Guerin, Long, Maccabee, Rettman, Thune, Wilson Absent - 2- Councilmembers Wilson, Thune (Councilmembers arrived during discussion of the Consent Agenda) Counciimember Rettman asked that Administrative Order D-12511 be referred to the Finance Committee for review. Councilmember Maccabee requested that item # 9 be referred to the Human Services, Health and Business Regulations Committee. Upon request of Council President wlson, Councilmember Thune moved to lay over item # 14 for one week. Councilmember Maccabee moved approval as amended. Third Reading - 93-1139 - An ordinance amending section 730.03 of the Legislative Code pertaining to the Heritage Preservation Commission. Resolution- 93-1197 - approving an application for a General Repair Garage License by D.J.'s Auto Repair Inc. at 629 Jenks Avenue. No one appeared in opposition. Councilmember Grimm moved approval. Resolution - 93-1183 - considering the petition of Ha Lu and lGeu Dang to vacate Theresa Place between St. Paul Avenue and Howell Avenue. (Laid over from August 10th) Councilmember Thune moved to lay over the item four weeks to coincide w�h the new City policy regarding payment for vacated properties. Roll Call Yeas - 7 Nays - 0 Laid over until September 14th. Councilmember Maccabee moved to suspend the rules to introduce the following resolution. Adopted Yeas - 7 Nays - 0 Preliminary Order - 93-1214 - In the Matter of construction of a new sanitary sewer, water :- main and service connections in Hunting Valley Road from Doswell to approximately 400' � south of Doswell Avenue and setting date of Public Hearing for September 21, 1993. Councilmember Maccabee requested this be referred to the Public Works Committee for review. Councilmember Maccabee asked that the Council forvvard the request for construction to the proper City departments so that construction on the Carpenter's School can begin during the construction season. Referred to the Public Works Committee. Councilmember Guerin reviewed the proposed move of CIS and Water Department to the Commerce Building and asked the City Attorney's OfFce to draft a letter to this effect. Councilmember Rettman said tfie resolution to move CIS out of the Commerce Building is laid over indefinitely in the Finance Committee. Councilmember Long said the Water Commission Board could review the move of the department with the City to decide on the best location. City Attorney Hudson noted that leases of less thar� a year's duration, do not have to be approved by the Council. Councilmember Maccabee said the short term lease is being used to circumvent the leasing policy of the City. 470 August 17, 1993 Gouncilrnember Long moved to adjourn the meeting.
