Minutes 08-31-1993 SUMMARY MINUTES OF THE SAINT PAUL CITY COUNCIL Tuesday, August 31, 1993 9:00 A.M. Council Chambers Third Floor City Hall and Court House Saint Paul, Minnesota The meeting was called to order by vce Presiderrt Rettman at 9:10 A.M. Present - 6- Councilmembers Grimm, Guerin, Long, Maccabee, Rettman, Thune Absent - 1- Council President Wilson 50. Resolution - 93-1287 - recognizing George William Wilhelmy and Emily Katherine (Wegner) wlhelmy on the occasion of their 60th Wedding Anniversary. Councilmember Grimm introduced the Wilhelmy's and read the Anniversary Resolution into the record. Mr. �Ihelmy recounted for the Council his longevity in the neighborhood and his early years as a farmer at their present homestead. Councilmember Grimm moved approval. Adopted Yeas - 6 Nays - 0 Councilmember Guerin asked that item # 16 be removed from the Conserrt Agenda for � discussion. Councilmember Maccabee said stated that item # 6 should be discussed during the upcoming Budget process as she would like to see a sunset clause on any appointments made by the preserrt Mayor. > Councilmember Rettman stated that alt Committee appointments would be looked at during the Budget cycle to see if it were possible to sunset any Committee so that the incoming administration would have the advantage of a zero based Committee Budget. A brief discussion ensued among Councilmembers who all agreed with Councilmember Maccabee. Councilmember Rettman asked that item # 17 be laid over one week for clarfication. She said that the green sheet was different than the resolution. Councilmember Rettman asked if item # 30 should be referred to the Housing 8� Economic Development Committee and Councilmember Grimm answered in the affirmative. Resolution - 93-1270 - authorizing the execution and delivery of a Joint Pledge Agreement in connection with the issuance by the Housing & Redevelopment Authority of the City of Saint Paul, of its sales tax revenue bonds (Civic Center Project) series 1993 and authorizing other actions in connection therewith. Resolution - 93-1256 - amending the 1993 Budget by transferring $3,000 to the financing and spending plans of the Police Department/Graffiti Inc. Fund and setting the Police Department up as the group's fiscal agerrt. Councilmember Guerin said he was opposed to giving money to gang members to paint murals. He also said he cannot support legitimizing gang members. Councilmember Rettman reviewed the intent of the resolution and said it was intended to encourage prospective graffiti artists to put their talerrts to creative rather than destructive uses. Councilmember Maccabee said the resolution clearly indicates legitimatizing gang graffiti artists and said she cannot support the concept. Councilmember Grimm reviewed the resume of GrafFiti Inc. and said the intent was clear. Councilmembers Long and Grimm amended the resolution and Councilmember Maccabee requested a one week layover. First Reading - 93-1271 - An Ordinance amending the Civil Service Rules by establishing three positions entitled Deputy Chief of Police in the unclassified service as well as the minimum qualifications for same. Final Adoption - 93-1176 - An:Ordinance amending C.F. 92-1885 - pertaining to the granting of permission to Bethesda Lutheran Hospital to install and maintain a sign in the boulevard on the west side of Capital Boulevard at Charles Avenue. (Public Hearing held August 24th) Councilmember Thune moved approval. Adopted Yeas - 6 Nays - 0 COMMITTEE REPORT: • 33. Resolution - 93-1272 - approving mid year budget adjustments of expenditures and financing to balance the 1993 Budget. (Finance Committee submitted to Council without recommendation) Councilmember Rettman moved lay over for one week. Roll Call Yeas - 6 Nays - 0 Laid over until September 7th. PUBLIC HEARINGS: 34. Third Reading - 93-1208 - An Ordinance regarding Chapter 33 of the Administrative Code entitled "Reimbursement for Car Expensesu to provide reimbursement to officers and employees for the use of their motorcycles while on official City business. (For Action) Sherry Webb, a Fire Prevention employee, spoke in support of the ordinance. :.., Councilmember Thune moved an amendment to remove the helmet requirement. Councilmember Long asked what the City's liability was if the driver was not wearing a helmet and was involved in an accident. After some discussion, Councilmember Thune withdrew his amendment. Councilmember Grimm asked that a representative of Risk Management be at the final adoption to answer questions of Councilmembers. Resolution - 93-1285 - approving an application for an On Sale Liquor-C Ucense by Herold Inc. dba Innuendo at 510 N. Robert Street. No one appeared in opposition. Councilmember Thune moved approval. Adopted Yeas - 6 Nays - 0 35. Fnal Order - 93-1273 - In the Matter of improving the north-south alley in Block 15 and in the Block indicated as Iron Works on the recorded Plat, Rice Street Villas by grading and paving with a bituminous material. (Public Works Committee recommends an indefinite layover in Committee) No one appeared in opposition. Councilmember Thune moved approval of the Committee report.
