The meeting was called to order by. President Wilson at 5:05 P.M.
� Present - 4- Councilmembers Guerin, Long, Rettman, Wilson
' Absent - 3- Grimm, Maccabee (arrived after consent agenda vote), Thune (arrived after
consent agenda vote).
Councilmember Long requested item #8 be removed for discussion.
Councilmember Guerin moved approval of the consent agenda as amended.

Upon request of Council President Wilson, Councilmember Maccabee moved approval to
suspend the rules to introduce the following ordinance for First Reading.
Council President Wilson briefly outlined his proposal for creating two new Departments.

First Reading of an ordinance - 93-1836 establishing the Department of Human Rights and
the Department of Administrative Services.
Councilmember Maccabee moved to refer the item to the Finance Committee.
Discussion ensued among Councilmembers regarding the time line for adoption and

After further discussion, Councilmember Maccabee moved referral to the Finance

Committee with readings to continue.

7. Resolution - 93-1825 - fina�izing Council Action by suspending all licenses held by Chuck's
Bar, 901 Payne Avenue for one day. (Public Hearing held November 30th)

8. Resolution - 93-1826 - establishing a rate of pay and benefit package for legislative aides.
Councilmember Long had questions regarding the severance package with regard to
changing it at a later date.
r Councilmember Long asked if the package for unrepresented employees could be changed
;� at a later date and was answered in the affirmative by Terry Sullivan, Assistant City Attorney.
After a brief discussion, Councilmember Long moved approval.

ORDINANCES:
10. Final Adoption - 93-1650 - An ordinance to amend the license fee schedule in Chapter 310
of the Legislative Code, increasing license fees by 1% or 3% to cover an increase in
enforcement costs.
Councilmember Long questioned the proposed enforcement level. After it was clarified that
the minimum enforcement level was proposed, Councilmember Rettman moved approval.

Councilmember Wilson left during discussion of the following item.
11. Final Adoption - 93-1733 - An ordinance to enact Chapter 380 of the Legislative Code
establishing the licensure of tanning facilities. (Public Hearing held December 2nd)

� noted the business will stay in St. Paul without disruption to any residential areas.
12. °: Final Adoption - 93-1755 - An ordinance to repealing sections 331.01 to 331.44 of the
�' Legislative Code and replacing it with an amended Chapter 331 to update the present food
code and deleting obsolete terminology, license categories and standards. (For Action -
Public Hearing held December 2nd)

13. First Reading - 93-1828 - An ordinance amending Appendix H of the Legislative Code
relating to Cable Television regulation. by inserting language in compliance with the Cable
Television Consumer Protection and Competition Act of 1992 and the resulting FCC

14. First Reading - 93-1829 - An ordinance amending Chapter 430 of the Legislative Code

Councilmember Guerin questioned the idea of the Council setting District Energy Rates.
James Snyder of the Finance Department responded to Councilmember Guerin's questions
regarding the process to set rates and the potential conflict as the Courthouse/City Hall
used District Energy. �

16. Third Reading - 93-1795 - An ordinance amending Chapter 361 of the Legislative Code
relating to wreckers and tow trucks, eliminating class "B" and "C" motor vehicle service
categories from licensing as is currently done in compliance with State Law. (For Action)
Laid over until December 16th for Final Adoption. .
Councilmember Guerin left and returned during discussion of the following item.
