The meeting was called to order by President Thune at 3:30 p.m.

3. Resolution 94-30 - honoring Phil Korman of Korman's Market, 719 Burr Street in
Railroad Island, as the longest-lived grocer in Saint Paul, upon his retirement.
Councilmember Grimm presented Mr. Korman with a resolution recognizing him on his
retirement and his years of service to the community. Dick McCarthy of Merrick
Corranunity Services, Councilmembers Guerin and Rettman also extended their thanks and
appreciation to him for his cor�nitment to the co�nunity and to the City of St. Paul.
Councilmember Grimm moved approval.

24. Resolution - 94-24 - approving the appointment by the Mayor of Larry Dale Buegler as
Director of the Department of Planning & Economic Development effective March 1,
1994.
Councilmember Blakey is concerned that Mayor Coleman deviated from his intent to
appoint residents when he hired Mr. Buegler, a non resident. Speaking in support of
Mr. Buegler's appointment were Councilmembers Guerin, Rettman, Grimm, and Harris; Pam
Wheelock, the Mayor's Chief of Staff; and John Abitz, a member of the Mayor's
transition team. There was consensus that his strong background and dedication to
the City needed to be taken into consideration. Mr. Buegler explained that he is
coming out of retirement to take this appointment and he does not see a reason to
move.
Councilmember Blakey moved approval and requested that Mayor Coleman provide a
written explanation as to the reasoning behind this appointment.

25. Resolution - 94-25 - approving the appointment by the Mayor of Stacy M. Becker as
Acting Director of the Department of Public Works effective January 3, 1994.
A layover was requested by the administration as Ms. Becker was unable to be present
at this meeting.
Councilmember Guerin moved to lay over to January 12, 1994.
