Resolution - 93-1877 - approving the appointments of Steve Buetow, David Heide, Jayne Lallier, Peter Kessler and Brian Horrigan and the reappointments of Deborah Miller and Richard Murphy to the Heritage Preservation Commission. Resolution - 93-1913 - approving appointments of Hokan Miller, Mary Jo Kitto, Margaret (Suzie) Kuhn, and reappointments of Kurt Schwichtenberg, Linda Hirte, Kevin Howley and Robert Lunnint to the Saint Paul Planning Commission. Resolution - 93-1914 - approving the appointment of Louis Greengard to fill a vacancy on the Civic Center Authority. (Laid over from December 28, 1993 for adoption.) Councilmember Rettman moved to withdraw at the request of administration. Roll Call Yeas - 7 Nays - 0 January 12, 1994 26. Resolution - 93-1965 - regarding Metropolitan Governance Reform. (Intergovernmental Relations & Public Safety Committee referred to Council without recommendation. Laid over from December 30, 1993 for adoption.) Councilmember Megard requested that the resolution be withdrawn stating that she would like the Council to have an opportunity to discuss the entire issue. Councilmember Guerin spoke in favor of the resolution stating that currently accountability is lacking where there is a taxing entity that does not have elected officials. This would allow for more accountability to the taxpayers. There was agreement that additional information should be obtained from the Mayor's Office and IGR. Councilmember Rettman moved to lay over three weeks. Roll Call Yeas - 7 Nays - 0 27. Resolution - 93-1977 - approving the removal of ornamental safety fencing at 1550 Mississippi River Boulevard and replacing with new fence. (Laid over from December 30, 1993 for adoption.) Councilmember Harris stated that property owners are displeased with a fence the City installed along River Boulevard as it blocks their view. The property owners have offered to pay for the removal of the fence and replacement of another. He said he would like time to obtain more information on this matter from the Parks and Rec. Second Reading - 93-1940 - An ordinance amending Section 159.05 of the Legislative Code pertaining to Limited Parking Zones; exemption for holidays. Second Reading - 94-27 - An ordinance amending Section 21.03 of the Administrative Code pertaining to the qualifications of Director of the Department of Public Works. Second Reading - 93-1930 - An ordinance amending Chapter 60 of the Legislative Code pertaining to zoning for the City of Saint Paul and the zoning maps regarding the request of Holiday Station Stores Inc. for property at 1437 & 1441 W. 7th Street from RM-2 to B-2 to allow expansion of a petroleum/convenience store facility.
