PAUL, COUNTY OF RAMSEY, STATE OF MINN. This is something a few of PED staff have already started worldng on. This is a formal resolution from the council asldng staff to coutinue to work on the anatysis of food needs, because there is an increasing interest in this issue. Related to that issue there is an ordinance cinrenfly under review at City Council that would make it easier for people to raise chickens on their property. It would eliminate a petition requirement for raising threa or fewer chickens. . At the HRA meeting last week the HRA Commissioners approved a new program for parking called the Neighborhood Commercial Parldng Frogram. This program has been set up to address • the loss of on-street parking on University Avenue that will result from construction of the LRT. This program will provide forgivable loans to commercial property owners who want to make improvements to shazed parldng lots. There is an moentive to get two or more properry owners together and agree to share pazldng and make improvements. The goal of the program is to better manage and utilize the off-street pazldng that is already on the corridor. IV. Upon questions of the Commissioners, Ms. James, explained that the property has been vacant for at least two years. She also stated that prior to becoming vacant it was used as a duplex • and has been since the late 1970's according to the old city land use maps. The applicant, Mary Neal, explained that she has a history of eighteen years investing in properties that are in need of repair. She also stated she does not believe in a quick fix, she is very concemed with high quality workmanship. The public hearing was ciosed. Commissioner Carole Faricy moved approval of the Rezoning. Commissioner Stephen Gordon seconded the motion. The motion passed by a vote of 7-0-0.
