An Adininistrarive Ordinance placing the positions titled
Director of Human Rights and Equal Economic Opportunity and
Depury Director of Human Rights and Equal Economic Opportuniry
in the unclassified service pursuant to Section 12.03.2(H) of the City of Saint Paul Charter.
THE COUNCTL OF THE CITY OF SAINT PAUL DOES ORDAR�i:
Section l, That it is appropriate and desirable to place the positions titled Director
of Human Rights and Equal Economic Opportunity and Deputy
Dixector of Human Rights and Equal Economic Opporhuuty in the
unclassified service.
Section 2. That pursuant to Secrion 12.03.2(H) of the City Charter, such positions
shall be established in the unclassified service of the Cty of Saint Paul
by ardinance with the consent of the Civil Service Commission.

SecYion 3. That appointment to Director of Human Rights and Equal Economic
Opportunity shall be made by the Mayor with the consent of the City
Council of the City of Saint Paul.
Section 4. That appointment to Deputy Director of Human Rights and Equal
Economic Opportunity shall be made by the Director of Auman Rights
and Equa1 Economic Opportunity, with approval of the Mayor.
Section S. This ordinance st�all take effect and be in force 34 days from and after
its passage, approval, and publication, including approcal by the Civil
Service Commission.

Also befoTe City Council is an ordinance to create a new department entitled DepartmenY of Hnmau Rights and Equal Ecanoaric
Opportunity. The attached ordinance creates the Dixector and Deputy D'uector positions fot the new department. The main goal oF tlus
new department is to improve intemal communication and coordination of contract related activities and to create a single point of
accountability. Moreover, all staff with contract related responsibiliries will operate under the same leadership and mission and can
approach their work in a way that will lead to outcomes that meet the policy objecfives of the Ciry's elected officials.
Advantages if Apprwed:
For contract related activities, theie will be improved intemal communicarion and coordination as well as a single point of contact.
Employees in the new depariment will have same leadership and mission.
