Chapter 198 of the Saint Paul Legislative Code is hereby amended to read as follows:
Sec. 198.01. Definitions.
As used in this chapter, the terms defined in this section shall have the meanings ascribed to
them:
Environmental health officer. "Environmental health officer" means the environmental health
officer or inspector of the City of Saint Paul.
Regulated animal. "Regulated animal" means:
(1) All members of the Felidae family including but not limited to, lions, tigers, cougars,
leopards, cheetahs, ocelots, and servals, but not including domestic cats or cats
recognized as a domestic breed, registered as a domestic breed, and shown as a domestic
breed by a national or international multibreed cat registry association;
(2) Bears;
(3) All nonhuman primates, including, but not limited to lemurs, monkeys, chimpanzees,
gorillas, orangutans, mannosets, lorises, and tamarins; and
(4) Any hybrid or cross between an animal listed herein and a domestic animal, and any
offspring from all subsequent generations of those crosses or hybrids.
Wi1d or exotic animal. "Wild animal" or "exotic animal" means any mammal, amphibian,
reptile or bird which is of a species not usually domesticated, and of a species which, due to size,
wild nature or other characteristic, is dangerous to humans. The term includes animals and birds,
the keeping of which is licensed by the state or federal goveniment, such as wolves, raptors and
pheasants. By way of example and not of limitation, the term includes: snakes, eagles, weasels,
badgers, deer and bison. The term also includes crossbreeds such as the cross beriveen dogs and
coyotes and dogs and wolves. Any wild or exotic animal which also fits the definition of a
"regulated animal" shall be treated as a regulated animal for the purpose of this chapter.
Sec. 198.02. Permits required; exceptions.

(c) Public health and safety. To protect any person or neighboring use, or to protect the
public health and safety, the environmental health officer may require pernvts for any
animals being kept or maintained in a manner or number that may result in unsanitary
conditions, unreasonable noise or odors, or annoyance, or the attraction of rodents or
insects.
(d)
Bees. No person shall keep or allow to be kept any hive or other facility for the housing
of bees within the city without a permit.
(e)
Wild or exotic animals. No person shall keep or allow to be kept any wild ar exotic
animal within the city without a permit, whether or not the keeping of such animal is
licensed by the state or federal government.

MaYimum number of cats. No person shall keep, harbor or maintain more than three (3)
cats of over the age of three (3) months within any individual dwelling unit within the
city without a permit.
(g) Exceptions. This section does not apply to animals which are temporarily brought into
the city far the purpose of participating in any circus or show; nor does it apply to any
public zoo, or persons temporarily keeping animals for a public zoo as volunteers,
docents or otherwise; nor to any bona fide research institution, or veterinary hospital,
provided protective devices adequate to prevent such animal from escaping or injuring
the public aze provided.
Sec. 198.03. Keeping of certain animals absolutely prohibited; exceptions.
(a) Prohibited animals. No person shall keep, maintain � ar harbor within the City of
Saint Paul any of the following animals:
(1) Any animal or species prohibited by federal or Minnesota law.
(2) Any exotic animal or species when kept in such numbers or in such a way as to constitute
a likelihood of hann to the animals themselves, to human beings or to the property of
human beings, or which constitutes a public or private nuisance.
(3) Any skunk, whether captured in the wild, domestically raised, descented or not
descented, vaccinated againstrabies or not vaccinated againstrabies.
(4) Any xegulated animal obtained aftex 7anuary 1, 2005.
(5) Any member of the family Canidae, such as wolves, dingoes, coyotes and jackals, except
domesricated dogs.
(6) Any crossbreed such as the crossbreed between dogs and coyotes and dogs and wolves.
(7) Any raccoon.
(8) Any red-eared turtle (Pseudemys scriptae-legans) with a shell length of less than four (4)
inches.

Staff Report requesting a change to City's ordinance Section 198.03 to prohibit the
sale and keeping of "Sugar Gliders" in the City.
We have received an inquiry from distributor of this animal requesting permission to sell Sugar
Gliders in the City at pet shows.
DSI staff has research the question of safety in the handling of these animals and has determined
that these animals require specialize care and facilities to provide for their safety and humane
treatment.
Sugar Gliders (Petaurus breviceps) are small gliding possums native to eastern and northern
mainland Australia, and the Bismark Archipelago, and introduced to Tasmania - or A Sugar
Glider(Petaurus breviceps) is a small gliding possum native to eastern and northern mainland
Australia, and the Bismark Archipelago, and introduced to Tasmania.
DSI contacted the Australian government about these animals and a Micheile Scott, from
the Department of the Environment and Water Resources, provided a response which
accompanies this staff report. A summary of her comments are as follows:
• In Australia, Sugar Gliders may not be kept as a pet and our only allowed to be
captive in a zoo or wildlife sanctuary.
• The Australian Government does not aliow export of these animal, uniess to an
approved zoological facility.
• Since they are a nocturnal animal they are most active in the night and can be quite
vocal at time when there owners may be sleeping. Their research also indicates
many sugar gliders sold as pets are given up within the first 12 months by their
owners due to their complex captive requirements.
• In the wild they move about by flying (gliding) from tree to tree so would require large
areas for this purpose.
• They are sociai animals and do not thrive in small groups or as single pets kept in a
cage.
• They have special food needs such as fruits, insect, meal worms and should not be
fed food pellets.
. They are a wild animal and cannot be trained or domesticated. In captivity, they have
been known to develop behavior disorders and have harm themselves. They also
have been known to bite their human handiers. It is unknown whether the animal is a
carrier for rabies. The Minnesota Board of Animal Health indicates there is no rabies
vaccine for this species, in the event they would contract the disease.
• They require specia{ize veterinary care which American veterinaries are more likely
not familiar with so proper care would be diffcult.

Our research also found that California Georgia, Alaska, and Hawaii have banned the sale of
keeping of these animals as pets.
Based on this information, staff believes that Sugar Gliders are a wild exotic animal, which
needs its natural environment to thrive and support itself. The keeping of such an animals,
requires specialized facilities and handling that cannot be pmvided by those other than
professional handlers in a zoological orwildlife sanctuary setting; and would therefore, be a
detriment to the animals well being. FuRher, given what little we know about medical care
and whether the animal has any issues with infectious diseases such as rabies; and the fact
ihai the animai has been known to bite humans, N.e are uncertain of the heafth risk this
animal poses to the general population. Therefore, we recommend that the City Council
adopt the reference amendment to the legislati�e code prohibiting the keeping or sale of
Sugar Gliders in the City.

Dear Mr Zangs
Thank you for your enquiry to the Department of the Environment and Water Resources
in relation to an individual in your city wishing to sell sugar �liders (Petaurus breviceps).
There are seven subspecies of sugar glider and their natural distribution includes
Australia, Papua New Guinea, Irian Jaya and some remote Indonesian Islands. It is our
understanding that the majority of sugar gliders offered in the pet trade in the United
States, were originally sourced from Papua New Guinea and Irian 7aya, rather than
Australia. It is not possible to keep a sugaz glider in captivity in any Australian States or
Temtory, unless it is in a zoo, wildlife sanctuary or as an approved wildlife carer. The
federal government would not approve the export of sugar gliders unless to an approved
zoological facility.
The Australian government would generally not encourage the keeping of sugar gliders
as pets as they are a highly complex marsupial, with very specialised husbandry needs.
Our research suggests that many sugar gliders sold as pets are given up within the first 12
months by their owners due to their complex captive requirements. . Some potential
drawbacks or issues that perspective owners are likely to face include:-
Sugar gliders are arboreal marsupials, who require space to glide from one branch to
another thus theyrequire large aviary type housing (to allow for gliding);
They are noctumal, thus awake and active at night, whilst most owners are asleep;
They are quite vocal, thus tl�is can sometimes be an issue, particularly as they are active
at night;
They are wild exotic animals and cannot be tamed in the same way as a domestic cat,
dog, guinea pig, rabbit or sma11 domestic aiumal;
They are social animals, living in communities of up to 15 individuals, so do not thrive
when kept in isolation or smaller �roups;
They have specialised dietary needs (fresh fruit, nectar, insects, meal worms etc they
cannot be fed pellets);
They are temtorial, so can often fight with others in their cage;
Sugar gliders are scent driven animals they constantly mark their cage with urine, thus
making cage cleaning a constant issue;
Sugaz gliders are messy animals who extricate their bowels and urinate on the move,
inside and outside of their cage, making cleaning up after them more complex than many
other domestic pets;
As sugar gliders are wild animals, they frequently bite. There are reports that some
people have required stitches;
They require specialised veterinary attention finding veterinary attention for an exotic
marsupial may prove difficult. Gliders do suffer emotional disorders in captivity and
have been known to cause injury to themselves.
As sugar gliders can live up to 15 years in captivity and reproduce welJ, these are all
issues you may like to consider in your assessment of these animals.
In relation to your question on potential risk, we would consider it highly unlikely that
should a sugar glider escape from captivity it would pose a risk to your native wildlife.
Without the correct natural habitat, diet, climatic conditions and family group to exist

within, a sugar glider would not survive long on its own. As the biodiversity in the
United States is so different to Australia and other regions where the sugar �lider is
found, it is likely that it would fall prey to a variety of predators in a short amount of
rime. Su�ar gliders would also be susceptible to disease, so their chances of survival
should they escape would be limited
In relation to the general population, sugar gliders do bite, but as they are shy nocturnal
animals, it would be unlikely that they would encounter humans.
As you can see there are a number of complexities involved in keeping sugar gliders as
pets. I hope that the above information regarding sugar gliders and our position in
Australia, will help you to make an informed decision.

Domesticated Pets
Many sugar glider breeders would mislead people to believe that sugar gliders are not only tame
animals, but that they are well on their way to becoming domesticated. Unfortunately, neither stater
is true. The majority of sugar gliders, even though breeders will advertise them as "tame", are actua
not tame at all. Sugar gliders also do not posess the characteristics needed to be good candidates
domestication.
Sugar gliders are wild animals who are, thanks to those who illegally smuggled them in to the U.S.
about ten years ago, now being bred in captivity. There are several obstacles that keep sugar glidei
from being domesticated.
There are six basic criteria an animal should meet before being considered for domestication: flexibl
diet, fast maturity rate in comparison to humans, ability to breed in captivity, non-aggressive behavic
temperament which makes it unlikely to panic, and a modifiable social heirarchy.
While sugar gliders can easily satisfy the requirements to mature rapidly, the rest of the requirement
are not realistic for sugar gliders, as there are not enough breeders with enough money or, sadly,
enough breeders who care enough, to truly practice selective breeding.
Sugar gliders do not have a flexible diet. Sugar gliders require insects and acacia gums, as well as
other food sources indigenous to their native habitat. Acacia gum and vegetation are an integral pai
the sugar glider diet. Ten years of attempting to force sugar gliders to eat an alternate diet have shc
us that sugar gliders are rarely able to thrive without their natural diet. Most captive bred sugar glide
are merely surviving due to their inability to adjust to art alternate diet. Over half of the sicknesses a
maladies common to captive sugar gliders can be traced back to alternate diet.
Sugar gliders do have the ability to breed in captivity, but often with tragic results. Many sugar glide
will cannibalize their young, and many young often simply "disappear" before they make it out of poi

captive sugar gliders live with extremely poor diet and inhumane habitat conditions.
Regardless of what most breeders, hobbyists and enthusiasts would like everyone to believe, sugar
gliders are naturally aggressive. Sugar gliders are extremely territorial and will attack others of theii
own species as well as other animals that invade their territory. Captive sugar gliders can viciously
attack each other. While this behavior is most prominent in males, we have observed it in females, ,
well. This aggressive nature is instinctive in sugar gliders, and often results in the sugar glider
scratching, biting, or even trying to attack human caregivers. We at G!J believe much of this could t
solved by neutering males, but again, the vast majority of sugar giider breeders and owners are
unwilling to neuter mafe sugar gliders. In fact, we know of only 1 breeder in North America who will

neuter their male sugar giiders.
When sugar gliders are startied, they will do one of two things--crab (their version of growling), or
scratch and bite, or run. This temperament is closer to the side of panicky and nervous than laid ba�
and amenable.
Finaily, although sugar gliders are social animais, their heirarchy consists of a colony of sugar glider
with one male and the rest female. It is not realistic for human beings to keep such a colony of sugs
gliders. We at GU believe this could be overcome if every sugar glider owner kept a colony of sugar
gliders. It is more likely that eventually, over several generations, the gliders would accept a human
their colony. Gliders kept singiy or even in pairs generally will not truly accept a human. They are
already living in a way that is radicaliy different than their nature.
An additional obstacle to the acceptance of humans is the fact that sugar gliders are nocturnal, and

human to become recognized as part of the colony.
Even if, through generations of selective breeding sugar gliders could result in a laid back, pleasant
temperament and an adjusted social heirarchy, there are other things to consider. For example, suc
gliders can carry saimonellosis and csn pass +t on to humans. In one study alone, it showed that fiv�
people were infected by sugar gliders.
The large habitat requirements of sugar gliders also make them an unsuitable candidate for
domestication. A six feet square enclosure for a small colony of sugar gliders is much too large for
most people. It is a lot of work on the part of the human with very little return on the part of the anim
A domesticated animal is an animal who has a symbiotic relationship with humans--meaning that bo
human and animal receive some benefits. The only benefit the sugar glider offers the human is an
allowance for the human to handle and pet him or her, but that does not make for a truly symbiotic
relationship.
While it could theoretically be possible to attempt to domesticate sugar giiders in spite of these
obstacles, it can be practicaily guaranteed that this will never happen. Due to the ignorance and/or
absence of morals and ethics among those who breed sugar giiders, these animals wili continue to k
bred without regard to domestication.
There are a few breeders who are attempting this effort, but not enough. Even good people who wc
like to breed toward domestication are often faced with the reality that without a major fund, it is virt�
impossible to continue a selective breeding program. As time goes by and the sugar glider market
reaches the point of saturation, the unethical breeders will abandon the practice of breeding and sell
sugar gliders, and the ethical breeders will find that they will no longer have clients wiliing to purcha:
pet sugar gliders. The ethical breeders will be unable to carry on a breeding program unless they
obtain private funds and resources to house these sugar gliders for at the least, several generation:
gliders.

There is an effort by a few breeders to selectively breed. The Pet Glider sugar glider line has been
selectively bred over four generations for qualities such as higher tolerance for altemative foods, laic
back, non-aggressive temperament, ability to reproduce and raise healthy, robust joeys, and even t<
become more diurnal. Even with all this selective breeding, The Pet Glider Iine is still far from being
domesticated, but are much more likely to be tame. Gliders from this line have been bred with othe�
sugar gliders who have exhibited these traits to produce The Sugar Shack line.
The Sugar Shack line has gone far beyond what we ever thought possible for sugar gliders, and ha:
produced an amazing breeding program combined with behavior modification to truly work miracles
sugar gliders. The Sugar Shack is the best hope for sugar gliders to become at least tame enough i
be considered a true pet. Yvette at The Sugar Shack truly is a glimmer of hope and true progress ir
world of captive bred sugar gliders.
Here is a letter from Yvette explaining what she has done to really make a difference:
... I am still woridng with my gliders. They all know and respond to their names and have
proven to learn basic commands quite easily, especially at a young age. My adopting
parents have been quite pleased and I have been fortunate to find such excellent homes.
I am breeding for improved temperament and more laid back gliders as well. I still can't
lick the potty training thing though. �
I have neutered any adults that have not produced offspring to my standards and I neuter
their offspring as well.
Also, I have noted that biting in gliders seems to be primarily associated with
territorial aggression that can be solved by neuter or simple fear aggression that can be
remedied by building better trust...
...I feel that most gliders are very smart and I have actually watched them pick their own
owners during my viewings. I have one glider that never was aIlowed to walk throughout
my house, but he was allowed to ride on my shoulder. He learned the entire floor plan of
my home that way and one day when he wanted to get down and play, he soared across
the room I was in and out the door. He ran the maze of my house to the other
side without a wrong turn and didn't stop until he reached in the room that he played in.
There was no doubt in my mind that he knew esactly where he was going even though he
had never walked it himself before.
As far as sleep patterns go, I have a variety... I have the 3-4Pm crowd, the 5-6pm crowd,
and the 8-gpm crowd. I also have some gliders that stay up til9am and noon.

What amazing things The Sugar Shack has accomplished!! It truly says that there is at least the hoE
of taming the sugar glider population that has been allowed to explode over the last decade in the
United States.
Theoreticaily, it may be possible to at least tame sugar gliders--perhaps even to get them semi-
domesticated, but that will never happen unless more people take their cue from breeders like The
Sugar Shack and The Pet Glider. Sadly, we feel that this wiii never happen. Not only do most bree�
lack the knowledge and resources to accomplish this, but it is a sad fact that the majority of breeder:
would rather breed for a certain color mutation, as it garners them more money, than for health or
domestication.

and potentiai threat to native spedes is unknown. Because of tltis some states choose to make it illegal to
own them and the national government stipulates that you must be licensed to breed them. The United
States Department of Agriculture (USDA) regulates licensing of breeders through the Animal Welfare Act.
