DisadvantapeslfApproved: � None � � ��� "�.� �.w Disadvantages If Not Approved: � IR zonmg cannot apply to industrial redevelopment. ���$ 4 � ���� ���`'� �2�"��`,4�;�,4�`� Total Amount of� -- Transaction: CosURevenue Budgeted: , Puntling Source: Activity Number: Pi nancial I nformation: �.�,:5'a�''.-�;.i �.�°��.'�,��,„`�.��;'s``:� �'rtG�" (Euplain) ��S'� � � ��� ����� � city of saint paul planning commission resolution file number o �-� 5 ,� �+� UCdLG .Fannarv 97 90n6 RESOLUTION ADOPTTNG IR Light Industrial Restricted District to properties in the Phalen/Atlantic Area of the Phalen Corridor WAEREAS, the Planning Commission on March I1, 2005, initiated the preparation of an amendment to the Phalen Corridor Development Strategy summary for the Phalen/Atlantic area of the Phalen Corridor and a zoning study; and WHEREAS, the Planning Commission is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the Saint Paul Legislative Code to recommend to the Mayor and the City Council amendments to the Comprehensive Plan; and WHEREAS, the Planning Commission is authorized under Minnesota Statutes Section 462.357 (2) and Section 64.400 of the Saint Paul Legislative Code to initiate a zoning study for the purpose of amending the Zoning Code; and WfIEREAS, the Planning Commission, in accordance with state statutes, has determined that the TR Light Industrial Restricted District is related to the overall needs of the community, to existing land use or to plans for future land use, as laid out in the Phalen/Atlantic Amendment; and WHEREAS, a community-based task force met beginning in June 2005 and concluding in November 2005; and WHEREAS, the Districts 2, 4 and 5 planning councils participated in the community-based task force, along with representatives of community organizations, community development corporations, businesses in the Phalen Corridor and property owners from within the study area; and moved by ,��� seconded �by in favor ,. against � c J,�' WHEREAS, the community-based task force determined that a zoning district that encoura�es the development of li�ht industria] uses compatible with residential and other non-industrial uses will be most appropriate for the PhalenlAtlantic area and other similarly situated industrial areas of the city; and WHEREAS, the IR Light Industrial Resfricted District includes provisions that reflect that stannard, in that hign-quaiity innusiriai uses are permii�ed and buildin� and siie design siandards aee required of new development; and WHEREAS, the community-based task force determined that IR Light Industrial Restricted District is appropriate zoning for properties in the Phalen/Atlantic area of the Phalen Conidor, identified by their PIN numbers in the ordinance; and WHEREAS, the Planning Commission held a public hearing on the IR Light Tndustrial Restricted District and the IR Light Tndustria] Restricted zoning for properties in the study area on January 13, 20D6, notice of which was duly given in the Saint Paul Lega1 Ledger on December 29, 2005; and WHEREAS, the Planning Commission in a separate resolution recommended IR Light Industrial Restricted District as an amendment to the Zoning Code; and WHEREAS, the Planning Commission recommended IR Light Industria] Restricted District zoning for properties in the study area afrer considering public testimony and reviewing conformance with the Comprehensive Plan. NOW, THEREFORE, BE IT RE50LVED, that the Planning Commission hereby recommends adoption by the City Council of IR Light Industrial Restricted District for properties in the Phalen/Atlantic area of the Phalen Corridor; and FiTRTHER BE IT RESOLVED, that the Planning Commission hereby directs the Planning Administrator to forward the zoning study and this resolution to the Mayor and City Council for their review and adoption.
