Section 76, Sewers and Drains, of the Saint Paul Legislarive Code is hereby amended to read as
foliows:
Sec. 76.01. Payments required for connection.
The director of the department of public warks shall not grant to any person, firm, corporation
or association a permit to tap or connect with any sewer of the City of Saint Paul unless the
cwrent annual installment of any assessment for sewer construction levied against the subject
land, as shown by the pertinent public records in the office of the
real estate division, shall have been fully paid.
Section 2
Section 76, Sewers and Arains, of the Saint Paul Legislative Code is hereby amended to read as
follows:
Sec. 76.031. Method for payment of sewer connection charges.
(a) Sewer connection charges required under section 76.03 shall be a charge upon the
properiy served and shall be paid in the manner set forth below.
(b) The connection charge shall be paid prior to the issuance of the permit, or, at the election
of the owner, may be paid over a term of years not to exceed ten (10) years. Owners
electing to make installment payments shall make written application to the-depat4nrer�-o£
real estate division of the department of �ublic works.
The application shall require that the owner agee to pay annual installments including
fixed interest at a rate determined in accardance with section 64.04 of the Administrative
Code together with all administrative costs connected with the collection and certifica"tion
of the connection charge. A certified copy of the compieted application shall be filed with �

the county recarder.

(c) Annual installments, including interest and administrative costs, shall be certified by the
department of finance to the Ramsey County Department of Properiy Records and
Revenue to be collected as other taxes are coliected against the property served.
Additional payments can be made to the
real estate division of the department of vublic works to shorten the term of the
agreement.
Section 3
Section 76, Sewers and Dzains, of the Saint Paui Le�slative Code is hereby amended to read as
foilows:
Sec. 76.06. Payment record.
All sums to be paid by any person or persons for licenses or permits as provided for in this
chapter shall be paid to the director of the office of
financial services, taking his receipt therefor, which receipt shall be noted or recorded by the
director of the deparhnent of public works before he shall deliver said license or permit.
Section 4
That this ordinance revision shail take affect and be in force thirty (30) days aRer its passage,
approval and publication.
