All but one of the jurisdictions who participated in the survey required at least a bachelor's degree in a related area. All jurisdicrions required experience in law enforcement supervision and administration. The required years of supervisory and administrative experience varied from 3 years to 10 years. Many of the jurisdictions also outlined skills and/or criteria that a successful candidate would possess. Human Resources also reviewed the minimum qualifications required of all the City of Saint Paul Deparhnent and Office Directors. All of the Department and Office Director minimum qualifications listed in the City Charter and Administrative Code require at least a Bachelor's degree and about four to seven years of managerial or administrative experience. For those Department and Office Director positions that do not have minimuxn qualifications formally established by resolution or ordinance, Human Resources has established advisory job specifications. All of the advisory specifications list at least a Bachelor's degree as a minimum requirement for positions at the Deparhnent and Office Director management level. An Affirmative Action Equal Opportunity ADA Employer 03 - l!/o Page 2 Police Chief Minimum Oualifications Historv: The minimum qualifications in 1992: Graduation from an accredited college or university with a major in Law Enforcement, Polifical Science, Business Administration, or related field, and either. two years' experience as a Police Chief of a U.S. Governmental unit with a population of 100,000; or more, or three years' experience as a Deputy Police Chief of same; or four years of command of an entire Police Department on an assigned shift of same; or four consecutive years of command of at least fifteen sworn law enforcement personnei in same. Applicants from the St. Paul Police Department must have the above described educarional requirements, and must have either: held the posirion of Deputy Chief, Captain, or Lieutenant with three years in those grades; or held the position of Lieutenant and must have had four consecurive yeazs of command of at least fifteen sworn law enforcement personnel in the Saint Paul Police Department. The 2003 proposed minimum qualifications: (12/8/03) • The Police Chief shall have at least four years experience in an upper level law enforcement command position in a community with a population over 200,000.
