An ordinance to amend Chapter 86 of the
Saint Paul Administrative Code
BE IT ENACTED BY TI-IE COUNCIL OF TFIE CITY OF SAINT PAUL:
Section 1
Chapter 86 of the Saint Paul Administrative Code is hereby amended to read as follows:
Sec. 86.02. Board of water commissioners' contracts, execution.
All contracts made in the name of the boazd of water commissioners shall be authorized by the boazd and
executed on iu behalf by its president, or its vice oresident in the absence of iu president, and its secretary and the
director of the office of fmancial services or designee. Contracts for fifty thousand dollars ($50,000.00) or less
require only the signatures of the general manager and director of the office of fmancial services or their respective
designees.
All contracts for goods, services, materials, and labor in an amount of two thousand five hundred dollazs
($2,500.00) or less may be executed by the general manager or designee and no other signatures shall be required to
bind the boazd.
All deeds, leases or other instruments pertaining to the conveyance of real estate or any interest therein on
behalf of the board of water commissioners shall first be authorized by boazd resolution and executed by the
president, or the vice nresident in the absence of the oresident, secretary and director of the office of financial
services.- or desienee. Leases of one (1) yeaz or less in duration need not be first authorized by boazd resolution.
Section 2
This ordinance shall take effect and be in force thirty (30) days from and after its passage, approval, and
publication.

WHEREAS, the Board of Water Commissioners desires to authorize its Vice President to execute
contracts and instnxments pertaining to the conveyance of, and interest in, real estate in place of its
President in the event its President is absent; and
WHEREAS, staff has prepared a City of Saint Paul Ordinance ("Ordinance") which amends
Section 86.02 of the Administrative Code to provide for said authorization, copy of the Ordinance
being attached hereto and incorporated herein; and
WHEREAS, the assistant city attorney has reviewed and approved the Ordinance as to form, and
the Saint Paul Regional Water Services General Manager recommends approval of the Ordinance;
now, therefore, be it
RESOLVED, that the Board of Water Commissioners does hereby approve the attached Ordinance
amending Chapter 86 of the Saint Paul Administrative Code of the City of Saint Paul; and, be it
FURTHER RESOLVED, that the Boazd of Water Commissioners does hereby request that the
Honorable Council of the City of Saint Paul approve and adopt said Ordinance.
