Water Code--Water Service Connections 14 Sec. 87.01. This fee will compensate the water utility for account initiation and account maintenance costs which costs are included in the schedule chazges for service connection installation work performed by the water utility. Sec. 87.15. Additional costs; street repair and extraordinary excavation charges. The following charges shall be made in addition to the regulaz schedule chazges of street service connections, in accordance with Table II below: (1) Frost chazges, where it is necessary to cut frost in excavating a trench. (2) City street permit chazges, where excavation requires such pemut from the city. Special purpose lateral mains. The boazd may, at its discretion, install special purpose lateral mains within street rights- of-way from the public main in the street to the property line. Special purpose lateral mains may be used for connections to private water mains, hydrants, and multiple street service connections. Charges for special purpose lateral mains shall be in accordance with charges for street service connections and fire services, sections 5�1-=? 87.13, °�', .� $7�3 and 87.16. Special purpose lateral mains shall be maintained by the water uriliry as part of the public water main system. Section 4 That the following section 92 of the Saint Paul Legislative Code is hereby amended as follows: Page 7 of 10 03-�2 Chapter 92. Water Cod�Plumbing Sec. 92.03. Permits required. 3 No person shall install, extend, attach, repair or replace any plumbing system in any 4 building, structure, premises or property where the total mazket cost of the plumbing 5 work exceeds siY hundred dollazs ($600.00) without first obtaining a pemut from the 6 water utility. However, all plumbing work associated with backflow prevention devices 7 (new installation or repTacement �eg�) will require a pemut regardless of the market 8 value work. Should any plumber, person, firm or corporation begin work of any kind for which a permit from the water utility is required under this Code without having secured the necessary permit therefor, or within twenty-four (24) hours after work is commenced, the plumber, person, firm or corporation shall be required to pay double the plumbing permit fee required, except that such time limit shall be exclusive of holidays and Sundays. If such plumber, person, firm or corporation fails to take out such permit oftener than three (3) rimes in any calendar year, such plumber, person, firm or corporation shall be guilry of a misdemeanor and subject to a fine of at least three hundred dollars ($300.00). Board will license; permits outside city. 4 The board of water couunissioners may accept �-a-�� as master plumbers such 5 persons as have been granted certificates of competency and have a license to practice 6 and engage in business as master plumbers under the provisions of the building code of 7 the City of Saint Paul. The board may grant pemrits to do work on a water supply system 8 of any building, structure, or part thereof, or premises, which is located outside of the 9 City of Saint Paul and is supplied with Saint Paul city water, when the applicant for such 10 pernvt has a master plumber certificate of competency issued by the City of Saint Paul 11 and holds a master plumber's license issued by the Staxe of Minnesota. 12 Section 5 13 That the foilowing section 94 of the Saint Paul Legislative Code is hereby 14 amended as follows: 15 �� 17 18 19 20 21 22 23 24 25 26 Chapter 94. Water Code--Interior Work Sec. 94.18. Backflow preventers. Installation, maintenance and testing of backflow preventers shall be according to the State of Minnesota Plumbing Code. Annual testing of reduced pressure zone backflow preventers is required. Upon receipt of notice for annual testing from the water utility, property owners shall have thirty (30) days in which to have backflow preventer testing accomplished by a licensed plumber with backflow testing certification or by permanent noncontract staff who possess backflow testing certification and are registered with the water utility. Test results shall be furnished to the utility. Exact changes are shown on the attached Ordinance by means of lineouts and underlinings. The Ordinance proposed at this time reflects increases in the following fixed charges and fees for 2004 and 2005: 1) 5% annual increases for 2004 and 2005 for installation of 1-inch water service. 2) 5% annual increases for 2004 and 2005 for frost charges, and initiation of a Winter Paving Charge. 3) $10 increase for 2004 and $5 increase for 2005 for water service turn-on. 4) 11% to 25% increase for 2004 plumbing permit fees and 2% to 29% increase for 2005, depending on building type and scope of piumbing improvements. 5) 14% to 17% increase for 2004 and 10% to 14% increase for 2005 for annual backflow preventer fees, depending on number of devices. Current 1-inch service installation chazge on a typical street and proposed increases: 2003 = $1,655 + 5% in 2004 to $1,740 + 5% in 2005 to $1,830 (This compazes favorably with the 2003 average cost of $2,546 chazged by plumbers to replace lead services in private property.) 2. Street width threshold revisions: The existing thresholds would be reduced by one foot and streets wider than 109' would be removed from the table and would become actua] cost.
