WHEREAS, Pursuant to Mixuiesota Statutes §462357 and §64.400 of the L,egislative Code, CATAOLIC
CHARITIES duly peritioned to rezone property located at 1034 Lafond Avenue, being legally described as
filed with the rezoning petition, PINs 35-29-23-22-0072, 35-29-23-22-0184 and 35-29-23-22-0185, from B-3
to RM-2 to construct a 16-unit apartment building; and
10 WHEREAS, the Zoning Committee of the Planning Commission held a public hearing on July 18, 2002, for
11 the purpose of considering the rezoning perition, and pursuant to § 107.03 of the Administrative Code,
12 submitted its recommendation to the Planning Commission that the petition to rezone from B-3 to RM-2 be
13 granted; and

15 WHEREAS, the Planning Commission considered the rezoning petition at its meeting held on July 26, 2002,
16 and recommended that the City Council approve the petition to rezone from B-3 to RM-2; and

18 WHEREAS, notice of public hearing before the City Council on said rezoning petition was duly published in
19 the official newspaper of the City on August 8, 2002, and notices were duly mailed to each owner of affected
20 property and property situated wholly or partly within 350 feet or the property sought to be rezoned; and

22 WHEREAS, a public hearing before the City Council hauing been conducted on August 28, 2002 at which all
23 interested parties were given an opportunity to be heard, the Council having considered all the facts and
24 recommendations concerning the petition; now, therefore

Adopt an ardinance to finalize council approvai of a petition of Catholic Charities to rezone property located at
1034 Lafond Avenue from B-3 to RM-2 (public hearing held August 28, 2002) .
ADVANTAGESIFAPPROVED:
Properiy will be rezoned to allow the construction of a 16-unit apariment building. The units will mostly be 2= and
3-bedroom apartments and will be affordable to households at 30% and 50% of the area median income. The
tenants will be single mothers with children. Catholic Charities will pariner with the Sisters of Visitation to
provide social services for tenants.

WHEREAS, CATHOLIC CHARITIES, File #02-131-050, has petitioned for a rezoning under
the provisions of §64.400 of the Legisiative Code, for the purpose of rezoning property located
at 1034 Lafond Avenue, southeast comer at Oxford, Parcei Identification Numbers (PIN)
35-29-23-22-0072, -0184 and -0185, iegally described as filed with the rezoning petition, from
B-3 to RM-2; and
WHEREAS, the Zoning Committee of the Planning Commission, on July 18, 2002, held a
public hearing at which ail persons present were given an opportunity to be heard pursuant to
said petition in accordance with the requirements of §64.300 of the Saint Paul Legisiative
Code;and
WHEREAS, the Saint Paul Planning Commission, based on the evidence presented to its
Zoning Commitfee at the public hearing as substantially reflected in the minutes, made fhe
foilowing findings of fact:
The applicant, Catholic Charities, owns the property in question located at the
southeast comer of Oxford and Lafond. The site was previously used by the Thomas-
Dale Block Club, which has moved to another location in the neighborhood. The
previous building has been demolished, and the site is now vacant. Catholic Charities
has requested to rezone the property in order to construct an 1&unit apartment
building. The units wili have two to three bedrooms each, and wili be rented to low-
income singie mothers with chiidren.
2. The proposed rezoning to RM-2 is consistent with adjacent RM-2 districts. It is also
more compatibte witfi fhe properfies north of Lafond and west of Oxford (zoned R-4)
than the existing B-3 zoning, which allows light manufacturing, printing, and auta
related uses.
3. The rezoning is consistent with the provisions of the Saint Paul Comprehensive Plan.
Housing production is a high priority of the Comprehensive Plan. in the Housing
Chapter, Section 5.3 states that the City should encourage the production of rentai

Yang Zhang presented the staff report with a recommendation of approval to rezone from &3
General Business to RM-Z Muitiple-Family Residentiai to construct an 1&unit apartment
building. Ms. Zhang stated due to some changes in the financials, Catholic Chasities are
proposing a 16-unit apartmenf building instead of 18 units. At the Community Councii meeting
there was mixed comments.
At the question of Commissioner Gordon, Ms. Zhang stated the Community Council did not
have a chance to comment on the change from 18 units to16 units. She also stated Catholic
Charities are good property managers and the density of16 units does not appear to be overiy
burdensome for the neighborhood. The appiication states that there will be one parking space
per unit and they will need a parking variance, but it is uniikely that the families that reside
there will own more than one car.
Carol Hood, the applicant, stated the building will be permanent housing units for mothers with
children and many of the mothers will be unable to afford cars because they are at 30 to 50
percent the area medium income. The neighborhood 'fs close to pub{ic transportation and
daycare facilities. Catholic Charities decided it was more feasible to provide 3-bedroom units
because that is what is needed by Iarger families. Because of the increase in 3-bedroom units,
the total number of units has been reduced to 16 . She went on to say there will be a
caretaker on site, a community room and a children's room with bathrooms. A play yard will be
provided and there will be parking on site. She explained the kind services that would be
provided. She also stated they would be a good neighbor and will aliow the neighborhood to
participate in the programming and will provide community space for meeting rooms.
At the question of Commissioner Morton, Ms. Hood stated this projed does provide permanent
housing but as the mothers become better-c+i#4hey can transi6on into the nextievel of service
in a different neighborhood or have their own home. Peopie won't be asked to leave—it is
their choice to stay or leave, and the rent will be set according to their income.
At the question Commissioner Kramer, Ms. Hood stated part of the contract is the mothers
have to be residing with their children.
Chris Graham, Executive Director for the Greater Frogtown Community Development
Corporation, stated they have been working with Catholic Charities for approximately six

months. There were frustrations from the community involving problem property. The concem
with more children in the area also need to be addressed. She also stated the community
needs this type of housing with the services availabie. This wiil be a weil-run organization and
it wili help people with their needs. She passed out a certsus report by Wilder Foumdation
depicting Frogtown now versus Frogtown in 1990. The research stated that 133 units were
removed from that area and the population increased by 19 percent, which creates a fot of
overcrowding in the area.
David Liset, 751 LaFond Avenue, stated the Frogtown University Housing Network, voted more
than six months ago to support the Catholic Charities proposal for this site.
Tait Danielson, Community Organizer from District 7, stated they didn't have a direct
recommendation. People spoke in favor and against the project. He referred to the notes
from District 7 Planning Council Communiiy Concems Meeting of June 25, 2002, which was
submitted in the July 18, 2002, Zoning Committee packet He apolog¢ed for not having a
direct recommendation, but said it was their intent to have a direct vote in the future.
Commissioner Anfang thanked Mr. Danielson for the report from District 7.
Chris Hager, 1028 Thomas Avenue, voiced concems about the pariting, and traffic situations,
and stated they aiso had questions conceming the lease agreemeni
At the question of Commissioner Gordon, Ms. Hager stated single women need cars for
errands and job searching, which is why they have concems on the parlting issues.
Carol Hood did not have anything to add to the testimony.
The public hearing was closed.
Commissioner Gordon moved approval of the rezoning. Commissioner Morton seconded the
motion.

H. FINDINGS:
The applicant, Catholic Charities, owns the property in question located at the
southeast comer of Oxford and Lafond. The site was previousiy used by the Thomas-
Dale Block Ciub, which has moved to another location in the neighborhood. The
previous building has been demolished, and fhe site is now vapnt. Catho(ic Charifies
has requested to rezone the properFy in order to construct an 1&unit apartment
buitding. The un"its will have two to three bedrooms each, and witl be rented to low-
income singie mothers with child�en.
2. The proposed rezoning to RM-2 is consistenY with adjacent RM 2 districts. It is also
more compatible with the properties north of.Lafond and west of Oxford (zoned R-4)
than the e�asting B-3 zoning, which aliows light manufacturing, prirrting, and auto-
related uses.

3. The rezoning is consistent with the provisions of the Saint Paul Comprehensive Plan.
Housing producfio� is a high priority of the Comprehensive Plan. in the Housing
Chapter, Section 5.3 states that the City should encourage the production of rental �
housing. SecEion 6.4 states thffi °60.80 units (of new consfruction every year) shouid
be affordable to househoids with incomes below 50 percent of the regionai median,
with at least half of those to be affordable to households with incomes below 30
percent of the regionai median income.' The applicant states that six of fhe units wi11
be affordable to famifies a# 30 percent of the area median income and the remaining
12 units will be affordable to families at 50 percent of the area median income.
Section 6.7 of the Housing Chapter states that the City shouid encourage
partnerships between providers of affordable housing with providers of education, job
training, parent and earfy chitdhood education, and health care. Catholic Charities will
partner with Sisters ofi �sitation of Mendota Heighfs to provide ongoing support and
eduqtion to the families. A CatMolic Charities staff wiii be avaiiable to link famifies
with services in the community.
STAFF RECQMMEN�A'fION:
Based on the findings above, staff recommends approvai of the rezoning of 1034 Lafond

Catholic Cfiarities infends to newly construct an apartment building containing 18
units. The apartments will include 15 two-bedroom units and 3 three-bedroom
units. The residents wil[ be single mothers with children who have limited
financiai resources. Six of the unifs will be affordable to families at 30% of the
area median income and the remaining 12 units wiil be affordable to families at
50% of the median income. There will be 18 parking spaces for �esidents.
An on-site caretaker will live in one of the units and a Catholic Charities staff witl
be available to link families with any services in the community that they may
need. Sisters of the Visitation will work wifh the famifies fo foster personal growth
and ongoing education to support and strengthen the families. The community

The Residents ,

• Mothers and children who apply for residence at Visitation Place will be screened on a
number of criteria, including their ability to succeed in this type of housing.

• Visitation Place will be a beautiful housing development, designed to complement the
surrounding neighborhood.
• The building will contain up to 18 twa and three-bedroom units.
Program Management
• Catholic Charities and the Sisters of the Visitation are working with The Greater Frogtown
Community Development Corporation an planning and developing this new project Catholic
Charities will manage the housing program. Throughout the Twin Cities, Catholic Charities
currenfly manages 1,200 supportive housing and shelter units. The organization has 25 years
experience in successfully managing supportive and emergency housing.
