As part ofthe delegation agreement the City agreed to discontinue licensing and inspecting wholesale businesses on or before July 1, 2003. An ice cream processing and distributing license is for a holesale business and therefore, can only be licensed by the Minnesota Department of Agriculture a£ter 3uly 1, 2003. VANTAGES IF APPROVED: he City will be in compliance with the requirements of our delegafion agreement with the Minnesota Department of griculture. The business community will only be licensed and regulated by one licensing and inspecting agency. Th City will no longer have to process the licenses nor conduct inspections of these businesses. Currently the City does no ave any licensed ice cream processing and distributing businesses. ISADVANTAGES IF APPROVED: The City will not be able to license these types of businesses in the future. ISADVANTAGES IF NOT APPROVED: he City will not be in compliance with the delegation agreement we have signed with the Minnesota Department of griculture and we may be subject to sanctions from them.
