An ordinance amending the interim ordinance adopted 11-22-00 in
Council File No. 00-1043, which imposed a moratoriuxn on the use
of property in the area presently under study for the White Beaz
Avenue Area Study pending completion of the study and any
possible amendments to the City's Comprehensive Plan or Zoning
Ordinance deemed necessary to give effect to the study
The Council of the City of Saint Paul does ordain:
Section 1
That Section 2 of C.F. No. 00-1043 be amended to read:
Moratorium im�osed; lands affected, exception: Pending compietion of the said study
and any other necessary studies or study recommendations, and the adoption of any amendments
to the comprehensive plan and zoning code based upon the study or studies as provided under
Minn. Stat. § 462.355, Subd. (4), the issuance of plat approvals and lot splits or buiiding and
zoning permits for any parcel of land or part thereof within the areas of the White Bear Avenue
Study Area shall be prohibited for a period of time not to exceed twelve (12) months from the
effective date of this ordinance. However, the moratorium imposed herein shall not prohibit St.
Pascal's Church from ap�l�ne for and receivin¢ any permits or approvals necessarv to undertake
nlanned buildin�rorovements on its �arish campus. The St. PascaPs parish campus is a long
standine institutional use servinQ the White Bear Avenue community. St. Pascal's plans to
modemize its facilities. Modemization of desirable historical uses which have served the needs
of the White Bear Avenue communitv and which will be consistent with the future recommended
chazacteristics of the White Beaz Avenue Comdor, like St. Pascal's Church cam�us, should not
be limited during the studx
