Discount from on-sale intoxicating.(ii amended to read as follows: license fees. 19 A discount will be provided for on-sale liquor ' enses and shall reduce such fees mentioned in section 310.18 by 20 approximately seven (7) percent, in the exact ounts as further provided herein, contingent upon each of the 21 following conditions: 22 (1) Driver's license guide; compilation laws. The licensee shall maintain on the premises, in a locarion accessible 23 at all times to ali employees of the lic sed establishment: 24 a. A current driver's license guide, hich shall include license specificarions for both adults and minors for each state 25 (including Canadian provinces), d shall list such information from at least five (5) yeazs prior to the present date; 26 and 27 b. A current compilation of e laws relating to the sale and possession of alcoholic beverages in the State of 28 Minnesota as outlined in apter 7515 of the State of Mnanesota Rules and Chapter 340A of the Minnesota Statutes. 29 This compilation must o include Chapters 240 through 246, 409 and 410 of the Saint Paul Legislative Code. 30 (2) Signage. The liceylsee shall maintain on the premises, in ail customer areas, current signage relating to underage 31 consumption of alc�holic beverages, and relating to driving under the influence of alcohol. One (1) sign must be 321ocated behind the baz, and one (1) sign must be present in each addifional room or secrion within the lounge azea in 33 which the writing on the sign behind the bar is not clearly legible. The sign(s) must have dimensions of at least one 1(1) £oot by one (1) foot with letters at least one-half (1/2) inch in height. All signs must be comfortably readable 2 from a distance of fifteen (15) feet. ���, 3(3) Contract with security agency. 4 a. Generally. The licensee shall participate in a traiiuug program with an approved private security agency, firm or 5 association (hereafter "security agency") which is selected and contracts with the City of Saint Paul for the purpose 6 of providing a��;sfigatier�s-an� training to the licensee pursuant to this subsecrion. The city contract shall provide (i) 7 that the security agency shall not be reimbursed by the city, but that it shail recover its costs and profi y fees 8 collected from the licensees which choose to receive the traiuiug program , and (ii) that the 9 security agency shall charge the same amount to all licensees who choose to receive such service , so that all such l Olicensees are treated equally and without discrimination. 11 12 13 14 15 16 17 18 21 � b. Training. The contract shall also provide for alcohol awarenes aining by the security agency of all officers, 22 employees or agents of the licensee who work in the licensed pr ses at least once during the calendar yeaz. All 23 newly hired employees or new officers or agents hired during calendar year shall receive such training within 24 four (4) weeks following their hiring, and shall not work in th premises after that four-week period unril they have 25 received such training. 26 � c. Standards for approval. In addition to the requirem�ts specified elsewhere in this subsecrion, the security 27 agency and its investigations and training must meet or xceed the following: 281. The alcohol awazeness course shall cover all of topics listed herein. The content of each training course sha11 29 include, but need not be limited to: 30 (a) Pertinent laws and ordinances regazding th sale of alcohol. 31(b) Verification of age, forms of idenrificati n, and forms of false or misleading age identification. 32 (c) The effect of alcohol on humans 33 (d) Recognition of the signs of into� 34 (e) Strategies for intervenrion to e 35 ( fl The licensee's policies and de 36 (g) Liability of the 37 (h) Effect of alcohol physiology of alcohol intoxica6on. intoxicated persons from consuming further alcohol. and the employee's role in observing these policies. alcohol. women and their fetuses, and in other wlnerable situations. 38 2. The security a�ncy shall have a minimum of two (2) years actual experience in alcohol awareness training.
