Estabiishment of permit fees. 36 17 (A) Fees Required: Before issuing any permit required by the building code, this chapter or other pertinent 18 provisions of the Saint Paul Legislative Code, the fee as indicated in the following schedule shall be paid. 19 Where work for which any such permit is required is started ar proceeded with prior to obtaining said permit, the 20 fee specified shall be collected and, in addition, a penalty fee shall be collected The penalty fee shall be equal to the 21 specified permit fee. The payment of such penalty fee shall not relieve any person from fully complying with the 22 requirements of the building codes in the execution of the work or from any other penalty prescribed herein. 23 Building valuation for the purpose of establishing building permit fees shall be as set forth by the valuation data 24 published by the Building Code Division, Department of Administration, State of Minnesota, as may be axnended 25 from time to time. 26 Value of work other than that included in the valuation data published by the Building Code Division, State of 27 Minnesota, must include the cost of installations, alterations, additions or repairs, including all labor and materials 28 supplied by the contractor and other sources. The building code officer may require the contractor to furnish the city 29 with a written statement of the actual cost of the work. When the 7 valuation of the proposed conshuction exceeds one thousand dollars ($1,000.00), a plan review fee shall be paid to 8 the building official at the time of submitting plans and specifications for checking review. Plan review fees shall be 9 sixty-five (65) percent of the total building permit fee as set forth in the table above. 10 (C) Expiration of Plan Check. Applications for which no permit is issued within one hundred eighty (180) days 1 l following the date of application shall expire by limitation, and plans and other data subxnitted for checking may 12 thereafter be zetumed to the applicant or destroyed by the building official. The building official may extend the 13 time for action by the applicant for a period not exceeding one hundred eighty (180) days upon written request by 14 the applicant showing that circuxnstances beyond the control of the applicant have prevented action from being 15 taken. No application shall be extended more than once. In order to renew action on an application after expiration, 16 the applicant shall resubmit pians and pay a new plan checking fee. 17 (D) Expiration of Building Per»zit: Every permit issued by the building official under the provisions of this chapter 18 shall expire by limitation and become null and void if the building of work authorized by such permit is not 19 commenced within one hundred eip�ty (180) days from the date of such pexmit or if the building or work 20 authorized by such permit is suspended or abandoned at any time a$er the work is commenced for a period of one 21 hundred eighty (180) days. Before such work can be recommended, a new permit shall be first obtained so to do, 22 and the fee therefar shall be one-half the amount required for a new permit for such work, provided no changes 23 have been made or will be made in the original plans and specifications for such wark; and provided fiuther, that 24 such suspension ar abandonment has not exceeded one year. 25 Any pernuttee holding an unexpired permit may apply for an extension of the time within which he may commence 26 work under that permit when he is unable to commence work within the time required by this section for good and 27 satisfactory reasons. The building official may extend the time for action by the permittee for a period not 28 exceeding one hundred eighty (180) days upon written request by the permittee showing that circumstances beyond 29 the control of the permittee have prevented action from being taken. No permit shall be extended more than once. In 30 order to renew action on a permit after expiration, the permittee shall pay a new full pernut fee. 31 (E) Suspension or Revocation of Building Permit: The building official may, in writing, suspend or revoke a permit 32 issueti under provisions of this chapter whenever the permit is issued in enor or on the basis of inconect 33 information supplied, or in violation of any ordinance or regulation or of any of the provisions of the state building 34 code. 35 (F) Refund ofPermit Fees: 36 (1) The building official may authorize the refunding of any fee paid hereunder which was enoneously paid or 37 collected. 38 (2) The building official may authorize the refunding of not more than eighty (80} percent of the permit fee paid 39 when no work has been done under a pernut issued in accordance with this code. 40 (3) The building official may authorize the refunding of not more than eighty (80) percent of the plan check fee paid 41 when an application for a permit far which a plan check fee has been paid is withdrawn or canceled before any plan 1 checking is done. oo ,�� 2 The building official shall not authorize the refunding of any fee paid except upon written application filed by the 3 original pernuttee not later than one hundred eighty (180) days after the date of fee payruent. 4(G) Other Permit Fees: Pemut fees for other than general construction shall be as foliows: 5(1) Wrecking of buildings or structures. $3.00 per 1,000 cubic feet or fraction thereof, miniuium $42.00. 6(2) Moving of buildings or structures. Buiidings larger than 12 feet high, 14 feet wide, 25 feet long other than 7 buildings used for Group U, Division 1, occupancies: $180.00 per move. Group U, Division 1, occupancy buildings 8 larger than 12 feet high, 14 wide, 251ong: $SQA� per move. Buildings or shuctures smaller than size indicated 9 above: $42.00 per move. 10 (3) Elevators, dumbwaiters, moving stairways, handicapped lifts and other similar devices: ll(a) New conshuction, repairs and major alterations: One and one-half (LS) percent of the total valuation of the 12 work. Minimum charge shall be seventy-five dollars ($75.00}. 13 (b) Annual inspection fees: 14 1. Power driven passenger and freight elevator: 15 Up to 5 floors in height ....$35.00 16 6 to 10 floors in height ....$40.40 17 11 to 20 floors in height ....$45.00 18 21 or more floors u� height ....$50.00 19 2. For electrical work the permit fee charges shall be made at the following rates; provided, 25 however, the minimum fee for any permit sha11 be: one-family dwelling elech work $25.00, multifamily, 26 commercial and industrial work, $35.00. 27 (a) Service: New service, change of service, temporary service, addition, alteration or repair on either primary or 28 secondary service up to 600v shall be thirty-five dollazs ($35.00). 29 (b) Circuits: The fee for the installation of new circuits and/or feeder additions, alterations or repairs to existing 30 circuits up to 600v shall be seven dollazs ($7.00). 31 (c) Transformers, Capacitors, and Generation far Light, Heat and Power: Transformers, capacitors, and generation 32 far light, heat and power shall be computed sepazately at $20.00 per unit plus $0.50 per KVA, KVAR or fraction 33 thereof. In addition to the above fees, the fee for all transformers for signs and outline lighting shail be riventy-five 34 dollars ($25.00) per sign. 0 00 -G� 1(d) Alterations, Repairs, or Extension of Electrical Systems: For any alteration, repair ar extension of an existing 2 electrical system where the work is of such a nature that the fees for a permit cannot be determined from the above 3 schedule, the pemut fee charge shall be based on one percent of the totai valuation of the work. Minimum fee shall 4 be foriy-two dollars ($42.00). 5(e) Low-Voltage Fire Alann Systems, Remote-Control Circuits, Signal Circuits, and Low-Energy or I,ow-Voltage 6 Power Circuits: For remote control circuits, signal circuits, and low-energy or low-voltage power circuits (in other 7 than single-family dwellings) the pemut fee charge shali be: E:�� Fire alums.... $40.00 per control plus 9 $ 1.00 for each opening. 10 2. Others.... $30.00 per control plus 11 $ 1.00 for each opening. 12 ( fl Traffic Signais: For ttaffic signals the permit fee chazge shall be made at the rate of $25.00 for each service 13 location plus $5.00 for each standard. 14 (g) Street Lighting: For street lighting the permit fee charge shall be made at the rate of $20.00 for each control unit I S plus $5.00 for each standard. 16 (h) Electric Space Heating: 17 0 to 4000 watts ....$10.00 18 4001 watts and up ....$15.00 19 (i) Transient Projects: For permits on transient projects, including, but not limited to, carnivals and circuses, the 20 inspection fees shall be computed as follows: 21 Power supply units--According to items (a), (b) and (c) of the electric work fee schedule. 22 All rides, devices and concessions shall be inspected, the inspection fee shall be $15.00 per unit. 23 (j) Swimming Pools: $40.00 plus circuit charge. 24 (5) Gas burner oil burner coal burner and other fuel burners. $42.00 for the first 100,000 btu per hour input or 25 fraction tfiereof, plus $8.00 for each additional 100,000 btu per hour or fracrion thereof. Maximum fee far each 26 individual burner shall be $SS0.00. Where dual fuel installations are made, the ma�cimum combined permit fee shall 27 not exceed $1,000.00. 28 (6) Plastering, stucco and spray-on fireprooftng. For plastering and stucco, the fee is $75.00 for the first 200 square 29 yards or fraction thereof and $8.00 for each additiona120 square yazds or fraction thereof. For redash, spray-on 30 fireproofmg or patching, the fee is one (1) percent of the valuation of the work; provided, however, that the 31 minimum fee for any permit is $42.00. 32 (7) Plumbingfees: 33 (a) Drain waste and vent, and fixtures. 34 1. The fee for all initial permits shall be twenty-five dollazs ($25.00). In addirion to this fee, the fee for each fixture, 35 whether set, rough-in, or replaced shall be twenty doilazs ($20.00). 5 1 minimum fee of forty-two dollars ($42.00). 2(20) Tank Installation and Removal: 3 (a) Tankremoval: $100.00. 4(b) Tank installation: One (1) percent of the total valuation, with a minimum fee of $42.00. DO-bl 5(I� Fees, Exemption for City: The City of Saint Paul shall be exempted from the payment ofpernrit fees required 6 under this chapter where work is done by city employees on city-owned properiy not exclusively leased or rented to 7 a party other than the city. 8 It is the intent of this paragraph only that payment of fees are waived. The minimum fee shall be $42.00 for commercial buildings and $25.00 for 11 residential ventilation work and duct modification. 12 (c) General sheet metal: A sepazate pemut is required for general sheet metal work. For gutters, flashing, metal 13 chimneys, chutes or general sheet metal work, the fee shall be one percent of the total valuation of the work. The 14 minimum fee is $42.00. 15 (13j Incinerators: 16 (a) Domestic incinerators: $42.00 for each installation. 17 (b) Commercial and industrial incinerators: One (1) percent of total value of work, minimum $42.00 for each 18 installation. 19 (14) Fences. $22.00 for the first 200 Iineal feet or fraction thereof erected and $8.00 for each additional 1001ineal �eet or fraction thereof. 21 (15) Other projects. For alterafions, repairs or extensions for which the fee chazge cannot be determined by items 22 (1) through {15) above, the fee chazge shall be based on one (1) percent of the total valuation of the work, with a 23 minimum fee of $42.00. 24 (16) Reserved. 25 (17) Solid fuel burning freestanding heaters and stoves, nonmasonry fireplaces and fzre place inserts: $42.00. 26 Method for providing positive combustion air must be provided with pernut application. 27 (18) Solar heating systems. Permit fees for solaz heating systems shall be one (1) percent of total valuation, with a 28 minimum fee of $42.00. 29 (19) Pazking lots: 30 (a) Pemut fees for pazking lots shall be one (1) percent of total valuation, with a minimum fee of $42.00. No 31 parking lot or loading and unloading area requiring approval under tfie provisions of Legislative Code secfions 32 62.103 and 62.105 shzll be constructed nor shall any existing unimproved lot be paved without first obtaining a 33 building pemut. Such lots shatl not be used until the construction has been completed and approved by the building 34 code officer. Permit fees shall be exclusive of fees speeified in the Minnesota State Building Code, Uniform 35 Building Code Chapter 70. �(b) No off-street pazking lot or loading and unloading area shall be repaved, modified, reconfigured or enlarged �arthout first obtaining a building pemut.
