Tasicab driver's license. �*� (e) Prerequisites to license. Eligibility to be licensed to operate a taacicab shall be as follows: (1) �2) Possess a valid Minnesota driver's license; Be at least eighteen (18) years old; (3) Be a citizen of the United States, or an alien admitted for permanent residence, or who has otherwise obtained work authorization from the U.S. Immigration and Naturalization Service; (4) Shall have no felony convictions in the last five (5) years; shall have no nontraffic gross misdemeanor or misdemeanor convictions in the last three (3) years involving the use or threat of use of force, possession or sale of a controlled substance, prostitution or indecent conduct. The license inspector may grant, pursuant to state statute, an exception to the above provisions upon evidence that the offense is not related to the occupation of taxicab driver; (5) Shail have a driving record meeting the following standards: a. Drivin � with an alcohoi concentration of .10 or more or driving with an alcohol concentration of .10 or more as measured within two hours of drivin�a motor vehicle. 34. Reckless � driving; e� 5. Careless drivin� under circumstances_from which a reasonable person could draw the inference that the drivin� behavior was affected or influenced bv the driver's use of alcohol, controlled substances or hazardous substances affectin� the driver's nervous system, brain or muscled of the person so as to substantiallv impair the uerson's ability to driver or operate the motor vehicle. �• � Refusal to take a breathalyzer test. � No prior license revocation as defined in Minnesota Statutes. 5ection 169.121_ Subdivision 3(al(21. � c. For original licensure: No more than four (4) moving violations within the last three (3) yeazs, and no more than two (2) moving violations in the last year. For renewal: no more than four (4) moving violations witkun the last three (3) years and no more than three (3) moving violations in the last year. Moving violarions shall mean for this subsection those violations specified above in subsection (5)a., and any speeding violations. e d. Every new applicant sha11 have at least one (1) year's driving experience as a licensed driver. Such prior driving experience shall be verified by an affidavit signed by a reputable person and submitted with the license application. � e. Upon submission of proof of suitability and evidence of insurability, the license inspector may waive one (1) or more of the requirements listed above; provided, that any such waiver shall indicate the grounds for the inspectot's decasion and shall be approved by the dixector of the deparhnent of finance and management services. (8) For any driver seeking original licensure, or any driver whose ta�ci license has lapsed for more than one (1) year, or as deemed necessary by the license inspector: shall have successfully completed the taacicab driver training course as set forth in section 376.17. Section 2 This ordinance shall take effect and be in force thirty (30) days foilowing its passage, approval and publication.
