Applicability and scope. Every portion of a structure occupied or intended to be occupied for residential purposes and its premises shall comply with section 34.04 through 34.29 of this chapter, irrespective of when such buildings shall have been constructed, altered ar repaired, and any alterations thereof or changes of use therein, which may be caused directly ar indirectly by the enforcement of this Code, shall be done in accordance with applicable sections of the Building Code and Zoning Code. All other structures, including commercial structures, may be subject to regulation in future additions to this chapter. Nothing in this chapter shall be applicable to rest homes, convalescent homes, nursing homes or hoteis, except that hotels shall meet the requirements of Chapter 407 of the Saint Pau1 Legislative Code, and all aforementioned existing structures which were legally altered or repaired under previous editions of the �3mfarn2 State Building Code may be allowed to exist if they are not determined hazardous by the enforcement officer. Section 34.7. Definitions. Rooming unit. Any room or group of rooms forming a single habitable unit used or intended to be used for living and sleeping, but not for cooking or eating purposes. Constructed, exists or is maintained in violation of any specific requirement or prohibition applicable to such residential structure or structure provided by the �3n'rfarm State Building Code. 1 Section 34.32. Every outside stair, every porch and deck shall be constructed safely and be capable of supporting a load as determined in the state building code, and shall be kept in sound condition and good repair. Every stairway, porch, deck or step which is more than thirry (30) inches above grade shall have guardrails and intermediate rails less than nine (9) inches apart and in accordance with the building code or be maintained in accordance with the �}nifa�n State Building Code under which it was constructed. b. Every flight of staus with two (2) or more risers shall have handrails in accordance with the building code or be maintained in accordance with the �-Jmfarm State Building Code under which it was constructed.
