License required. 15 16 No person shall own, harbor, keep or maintain in the City of Saint Paul any dog over three (3) months of age without 17 a license. Such license shall be available for purchase at the Saint Paul Animal Control Facility and at the Office of 18 License, Inspecrions and Environmental Protection (LIEP). Veterinarians, pet shops, animal facili6es and pet 19 grooming facilities who provide a service for dogs may also act as deputy license vendors. Procedures for tfie 20 issuance of such licenses shall be established by LIEP. Such establishments shall be required to inform their clients 211hat the City of Saint Paul requires that all dogs be licensed.
