THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
A new section 24.04 of the Administrative Code is hereby enacted to read as follows:
Sec. 24.04. Campaign contributions.
(a) Prohibition. An interested person may not knowingly give a campaign contribution to
any candidate for election. A candidate for election may not knowingly accept a campaign
contribution from an interested person.
(b) Definitions. The following terms are hereby defined for the purpose of this section to
mean as follows:
(1) "Campaign contriburion" is anything of value that is given or loaned for a political
purpose (i) to a candidate for elecrion, or (ii) to a committee or person supporting such a
candidate. It does not include a service provided without compensation by an individual
volunteering his ar her tnne for a candidate for election. A contribution is given for a
"political purpose" if it is of a nature, done with the intent, or done in a way to influence
or tend to influence, directly or indirectly, voting at a primary or an election ar to support
a candidate for election. "Campaign contribution" also includes any expenditure made by
any person in cooperation, consultation, coordination or concert with, or at the request or
suggestion of, a candidate for election, his or her authorized political or personal
campaign committee, or the agents or representatives of either.
(2) °Candidate for election" means a person who has (i) announced his or her intention to
run for the o�ce of mayor or council member, (ii) filed for the office of mayar or
council member, or (iii) given consent to another to receive campaign contributions or
make expenditures for the purpose of supporting the election of such person.

the office of mayor or council member: provided. however. that notwithstandin�any
other provision of this secrion 24.04. an em�lovee of the citv of Saint Paul is not an
interested person by virtue of the fact that the city council and mayor must act on the
collective bar��greement ar other bona fide contract of emplovment. between that
emnlovee and the citv..
(A) "Decision" for the purpose of the definition of "interested person" includes
decisions, votes, motions, the introduction of ordinauces and resolurions, and all
other acrions which a mayor or council member is authorized to do by holding
such elected office, including those decisions relating to, or arising out of the
meetings or acrions of, any other government body.
(B) "Person" far the purpose of the defuution of "interested person" includes (i)
individuals, and their agents and representatives, and (ii) corporafions,
partnerships, committees or any other form of association, whether for business,
charitable, political, educational or other lawful putposes, and their agents,
representatives, officers and directors.
(C) "Financial interesY' for the purpose of the definition of "interested person"
means any interest which (i) yields or which will yield to such person, directly or
indirecdy, a financial, pecuniary or other material benefit, or avoidance of loss of
such fmancial, pecuniary or material benefit, from public funds or assistance or
the issuance of revenue or general obligation indebtedness, and (ii) arises ar will
azise out of a sale, lease, contract, development agreement or other contractual
obligation between the interested person and any government body : provided,
however. that a committee as defined in Minnesota Statutes. Section 211B.01.
subdivision 4. or a committee formed solely or principally for a political pur�ose
as defined in section 24.04 b(�(31(Bl above (a "political action committee" for the
nu�ose of this provisol. shall be deemed to haue a financial interest even thou�
such interest does not arise or will not arise out of a sa1e. lease. contract,
development agreement or other contractual obli�ation between the political
action committee and an��overnment bodv, if such polirical action committee
receives some or all of the funds its uses far such political pur�ose or to influence
the nominafion_ election or defeat of a candidate for election from a person or
oersons who would haue a financial interest as defined herein if they sought to
make a campaien contribufion to such candidate for election. "Financial interest"
herein also includes any interest which arises ar will arise out of a�lications for,
or decisions on. roermits. variances. or an�other matter which is decided by. or
ap�ealable to, the city council under the zonin�code, which includes chapters 60
fhroueh 69 of the Leeislative Code. and all a�pendices thereto.
(D) "Government body" for the purpose of the definition of "interested person"
includes the City of Saint Paul and any other board, commission or public entity
to which a mayor or council member may be appointed to serve ex officio as a
member including, without being limited by ttris specification, the housing and
redevelopment authority, the civic center authority, the port authority and the , i „q

(c) Penalry. A violation of this section sha11 be a petty misdemeanor.

This ardinance sha11 take effect and be in force thirty (30) days following its passage,
approval and publication.

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
A new section 24.04 of the Administrative Code is hereby enacted to read as follows:
Sec. 24.04. Campaign contributions.
(a) Prohibition. An interested person may not knowingly give a campaign contribution to
any candidate for election. A candidate for election may not knowingly accept a campaign
contribution from an interested person.
(b) Definitions. The following terms are hereby defined for the purpose of this section to
mean as follows:
(1) "Campaign contriburion" is anything of value that is given or loaned for a political
purpose (i) to a candidate for elecrion, or (ii) to a committee or person supporting such a
candidate. It does not include a service provided without compensation by an individual
volunteering his ar her tnne for a candidate for election. A contribution is given for a
"political purpose" if it is of a nature, done with the intent, or done in a way to influence
or tend to influence, directly or indirectly, voting at a primary or an election ar to support

means any interest which (i) yields or which will yield to such person, directly or
indirecdy, a financial, pecuniary or other material benefit, or avoidance of loss of
such fmancial, pecuniary or material benefit, from public funds or assistance or
the issuance of revenue or general obligation indebtedness, and (ii) arises ar will
azise out of a sale, lease, contract, development agreement or other contractual
obligation between the interested person and any government body : provided,
however. that a committee as defined in Minnesota Statutes. Section 211B.01.
subdivision 4. or a committee formed solely or principally for a political pur�ose
as defined in section 24.04 b(�(31(Bl above (a "political action committee" for the
nu�ose of this provisol. shall be deemed to haue a financial interest even thou�
such interest does not arise or will not arise out of a sa1e. lease. contract,
development agreement or other contractual obli�ation between the political
action committee and an��overnment bodv, if such polirical action committee
receives some or all of the funds its uses far such political pur�ose or to influence
the nominafion_ election or defeat of a candidate for election from a person or
oersons who would haue a financial interest as defined herein if they sought to
make a campaien contribufion to such candidate for election. "Financial interest"
herein also includes any interest which arises ar will arise out of a�lications for,
or decisions on. roermits. variances. or an�other matter which is decided by. or
ap�ealable to, the city council under the zonin�code, which includes chapters 60
fhroueh 69 of the Leeislative Code. and all a�pendices thereto.
(D) "Government body" for the purpose of the definition of "interested person"
includes the City of Saint Paul and any other board, commission or public entity
to which a mayor or council member may be appointed to serve ex officio as a
member including, without being limited by ttris specification, the housing and
