9 Section 426.01 of the Saint Paul Legislative Code is hereby amended to read as
10 follows:

12 Sec. 426.01. License required.
13 (a) No person sha11 engage in the business of operating a cabaret or adult
14 cabaret without a license as provided for in this chapter. No license issued under this
15 chapter shall be transferable from one (1) person, business, corporation or location to
16 another. No license shall be issued under this chapter to any_person for an�premises
17 except when such �erson and the nremises proposed for such license shall alreadv haue
18 or will have at the time of issuance of such license a restaurant and/or on-sale
19 intoxicating liquor license, and where such restaurant and/or on-sale intoxicating lic�uor
20 estabiishment either is ar is�ronosed to be and thereafter remains in full operation at
21 all times and on all days that are leeall�permissible. It shall be erounds for revocation
22 of or other adverse action a�ainst anv license issued under this chapter if the restaurant
23 or on-sale intoxicating liquor establishment is not in full operation at all times and on
24 a11 davs that are le�allypermissible.

An interim ordinance to restrict the issuance of Cabazet licenses
as stand-alone licenses pending the completion of studies of
possible amendment to the City Comprehensive Plan
THE COUNCII. OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1
The Saint Paul City Council hereby directs the staff of the anning Division,
Department of Planning and Economic Development, to undert a study or studies
involving establishments applying for cabazet licenses without y accompanying food,
beverage or other licenses to detenmine whether such use (1 would have any adverse effects
such as increased traffic, congestion and noise, that may b caused or related to the use solely
as a cabaret, or (2) should be located in zoning areas c able of handling such high volume
uses without detriment to residential areas. The Pl � g Commission is to study this matter
and submit a report to the Council together with ad ice and recommendations on whether the
City's present Comprehensive Plan and Zoning gulations should be amended.

Pending the completion of the s y and for the purposes of prohibifing the issuance
of any cabazet licenses without accom ying food, beverage or other licenses, and until such
time as a study of the effect of suc usinesses has been completed and the Council of the
City of Saint Paul has taken actio on any recommendations contained therein, no license for
the estabiishment of any busine solely for the purpose of operating a cabaret shall be issued
or approved by the City, its o icers, employees, agents or commissions. This prohibition is
enacted for the purposes of otecting the health, welfaze and safety of the citizens in addition
to any other purposes exp ssed herein or in an accompanying resolution.
Section 3
For a pen of time not to exceed six (6) months from the effective date of this
ordinance, and r the purposes of prohibiting any development that might be inconsistent
with the pen ng study and any amendments to the City's Comprehensive Plan or Zoning
Regulations, the prohibirions shall continue in full force unril a comprehensive policy for the
City can be adopted. In the event the studies and recommendations of the Planning

Commission and the deliberations o£ the City Council require additional tune, these
prohibitions may be extended, by sepazate resolurion of the City Council, for an additional
period of time not to exceed that allowed by Mivn. Stat. §462355, subd. 4.
Section 4
This ordinance shall take effect and be in force thirty (30) days from and
passage, approval and publication.
