Penalty; Eaception for fines paid early. No person shalI abandon any motor vehicle in violation of section 163.02 of this chapter or ailow an abandoned motor vehicle to remain on properiy in violation of section 163.03 of this chapter. Any such violation shail be a misdemeanor, except that the m�imum penalry for any violation is a fine of fifteen dollars ($15.00) if the fine is paid in the tr�c violations bureau within one (1) week of tite date of the violation. Where, Why): Passage of the above xeference ordinance would: Set in motion the events contemplated when the 1996 General Fund and Parking and Transit Fund budgets were proposed and adopted, increase revenues to the General Fund by over $300,000 on an annual basis and by a proportionate amount for the remainder of 1996, implement the decision to increase the fine to $15 already made by the City Council as part of Che 1996 budget process, help to offset the cost of parking enforcement, help deter those individuals that readily violate the parking ordinance, and increase the turnover at the City's parking meters. ADYANTAGES IFAPPROVED: ° Improved compliance with parking ordinances, implementation of the Mayor's and City Council' budget decisions, and increased revenue for the General Fund.
