The City of Saint Paul, along with the Department of Public Works, has worked hazd to improve the City's emergency snow
plowing system. A new two phase system has been developed and implemented, and the enforcement of snowbirds has been
touglrened Snowbirds continue to be an obstacle. The major excuse of those guilty of being a snowbird is the lack of
notification.
ADVANTAGES IF APPROVED
Including the emergency siren with all of the current notification mechanisms will provide for a complete notiScation system,
one that reaches everyone. Because the threat of a natural disaster occurring in the winter is very rare and the nation's
national defense u not being threatened, use of the emergency system, through a well defined routine, will not mislead
people. People who miss the notification given ou[ Wrough the media, or any of the o[her methods, will be able to depend
dn the emergency siren

People whose car has been tagged and/or towed because it is a snowbird will continue to use the excuse that they were not
not�ed because they were unable to have access to the media. Snowbirds will continue to be the major obstacle to the
qualiry plowing of the Ciry's streets.
