WHEREAS, the Saint Paul Police Department is seeking authority to pay for related travel expenses
which include air fare, registration, lodging, meals, etc. for an Internet Crimes Against Children (ICAC)
Task Force participant (non-city employee) to attend the Protecting Children Online training course,
March 21-25, 2004 in Mesa, AZ; and
WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdictional operation that investigates
crimes involving child pornography and egploitation of children online; and
WHEREAS, this training is specifically designed to assist task force members in working these
investigations, and the specialized nature of computer crimes makes this training a necessary
component of the ICAC Task Force; and
WHEREAS, the public purpose of this training is to train an ICAC task Sorce member on the basic
skills essential for the member to investigate crimes involving exploitation of children onli�e; and
BE TT ORDERED, that the proper city afficials are hereby ordered to pay for the above mentioned
travel expenses related to this training for one no�-city employees, not to exceed $S00 from account
code 436-34056-025x.

of ICAC cases. The attendee is an investigator with the Anoka Counry Sheriff s Departrnent, and member of the ICAC Task
Force. Transportalion and meals are the only eapense the task force must cover. The ICAC grant has funds set aside to cover
