1 WHEREAS, the Saint Paul Police Department is seeking authority to pay for related travel expenses whick
2 include registration, travel, Lodging, and per diem for one Internet Crimes Against Children (ICAC)
3 Task Force participant (non-city employee) to attend Encase Intermediate Computer Forensics
4 training for investigators to be held in Austin, TX, March 15-14, 2005; and

6 WHEREAS, the ICAC Task Force's mission is to form a multi-jurisdiction operation that investigates
7 crimes involving chiid pornography and exploitation of children online; and

9 WHEREAS, this training is specifically designed to assist task force members in the proper investigation
10 of crimes involving child pornography and exploitation of children online; and

WHEREAS, the public purpose of this training is to train one ICAC Task Force member to properly
perform computer forensic examinations on ICAC cases and training on tools needed for
successful case completion.
BE IT ORDERED, that the proper city officials are hereby ordered to pay for the above mentioned
travel expenses related to this training for one non-city employee, not to exceed $4,500 from
accountcode 436-34056-025x.

„ Austin, T'X. The training will enhance the invesugator's abiliry to properly perform computer forensic examinations on ICAC related
cases. Investigative trends, new equipment and software will be discussed and training presented on the tools needed for successful
case completion. The person attending is a member of the ICAC task force and the agency has signed a memorandum of understanding
with the St. Paul Police Depamnent. ICAC grant funds aze set aside for this type of training for non-St. Paul participants. Funds
to cover registration, travel, lodging, and per diem.

ICAC Task Force's mission is to form a multiyurisdictional operation that investigates crimes involving child pornography and
" exploitation of children via the Intemet. Outside agencies participating in the task force are not compensated for their staffs time by the
". task force. This training provides the tools necessary for the investigator to have a working knowledge on these investigations.
,': This is specialized training for specialized investigations. The agencies that will attend have all signed memorandums of
' understanding with the police department relating to the ICAC task force. The ICAC grant has funds set aside to cover this type
of training.
