Resolution - 04 -445 - Allocating $100,000 in CIB funding for improvements to Ramsey County's Gustafson - Phalen Ice Arena. (Laid over from May 12) 10. Amended Final Order in Condemnation Proceedings - 04 -558 - In the matter of acquiring permanent easements for right -of -way purposes and temporary construction easements for construction of Phalen Boulevard between Arcade Street and Johnson Parkway. Resolution - 04 -456 - Approving the petition of the Housing and Redevelopment Authority to vacate the east half of the alley in the block bounded by University Ave., Dale St., Aurora Ave., and St. Albans St. in order to develop a new library and new housing. Second Reading - 04 -578 - An ordinance memorializing City Council action granting the application of Alfred & Hoyoko Yahanda to rezone property from RM -1 (Multiple - Family Residential) to B -2 (Community Business) at 1435 Cleveland Avenue North, southwest corner at Buford. Second Reading - 04 -579 - An ordinance memorializing City Council action granting the application of Marlin Broberg to rezone property at 337 Atwater Street, between Farrington and Western, from RM -2 (Multi - family Residential) to I -1 (Industrial) to provide off - street parking and storage of equipment and supplies. Second Reading - 04 -584 - An ordinance amending Chapter 409 of the Saint Paul Legislative Code to eliminate the requirement that seasonal outside service areas be immediately adjacent to and contiguous with the structure containing the licensed premises.
