of St. Thomas for catering service at the Police Academy 2004 -1 graduation on April 14, 2004.
D002398 Amending the 2003 General Fund budget within the City Council to cover year -end variances.
D002399 Authorizing the Police Department to expend an amount, not to exceed $1,500.00, to sponsor
the annual Police Memorial Day Ceremony and Reception on May 12, 2004, at Mears Park.
D002400 Amending the 2003 General Fund budget within Neighborhood Housing and Property
Improvement (NHPI) to cover year -end variances.
D002401 Amending the 2003 General Fund budget within Human Rights to cover year -end variances.

12. Resolution - 04 -417 - Memorializing City Council action taken December 17, 2003, denying the
appeal of Andrea Hauser to a decision of the Planning Commission approving a site plan for a mixed -use
development at 1060 Grand Avenue.
13. Resolution - 04 -418 - Amending Council File 03 -996, adopted November 5, 2003, pertaining to
vacation of a portion of Rice Street.
14. Resolution - 04 -419 - Amending the spending and financing plans of the 2003 Sewer Rehabilitation
program, the Point Douglas Sanitary Sewer project, and the 2002 Major Sewer Repair Program.
15. Resolution - 04 -420 - Amending the spending and financing plans of the Phalen Wetland Restoration
project and adding new spending and financing plans for the Castillo Park Land Exchange project.
16. Resolution - 04 -421 - Accepting a Juvenile Accountability Block Grant from the Minnesota
Department of Public Safety, authorizing the City to enter into, and Chief William Finney to implement
an agreement with the Minnesota Department of Public Safety.
17. Resolution - 04 -422 - Approving a waiver of petition for a party permit for the Grand Old Day
celebration on Sunday, June 6, 2004.
18. Resolution - 04 -423 - Authorizing a joint powers agreement with Ramsey County Geographic
Information Systems Users Group (GIS) for an alliance of public agencies interested in using GIS' data
created and maintained by Ramsey County.
19. Resolution - 04 -424 - Authorizing a joint powers agreement with the Minnesota Department of
Administration InterTechnologies Group providing for the hosting of open source products Live Help and
PHP and the responsibility for maintenance and upgrades to the system hardware and software and for
server availability.

20. Resolution - 04 -425 - Authorizing the reallocation of spending authority from the 2004 Swede
Hollow Acquisition project to the 2003 Jimmy Lee Recreation Center Acquisition project.
21. Resolution - 04 -426 - Establishing a financing and spending plan for proceeds from the sale of
Norpac Road and county funds, and amending down the budget for the lease payment that went
unrealized as a result of the sale of Norpac Road.
22. Resolution - 04 -427 - Authorizing the Saint Paul Saints baseball team to use the City's 3.2 Malt
License at Midway Stadium.
23. Resolution - 04 -428 - Amending the 2004 budget in the Division of Parks and Recreation to include a
donation of $5,000 from a private citizen to be used toward the Cherokee Heights Bluff Restoration.
24. Resolution - 04 -429 - Amending the 2004 budget in the Division of Parks and Recreation to include a
donation of $7,000 from the Capitol Region Watershed District to fund a 2004 natural resources
internship position to focus on Como Shoreland areas and other natural resource management programs
and projects.
25. Resolution - 04 -430 - Holding Hamline University harmless for its use of Bush Student Center Pool
for the Star of the North State Games Diving event to be held on June 19, 2004.
26. Resolution - 04 -431 - Authorizing the proper City officials to execute a maintenance agreement with
the Public Housing Agency of the City of Saint Paul in order to maintain service access to the Paul and
Sheila Wellstone Center for Community Building and the Dunedin Hi -Rise.
27. Resolution - 04 -432 - Approving the Parking Ramp License, per the Legislative Hearing Officer, by
Katie Childs, Property Manager, d/b /a 2145 LLP, 2145 Ford Parkway.
28. Resolution - 04 -433 - Modifying Council File 04 -369 and approving with conditions, per the
recommendation of the Legislative Hearing Officer, the application for Restaurant (B) more than 12
seats, Liquor On Sale - Sunday, Liquor On Sale - 2 AM Closing, Liquor On Sale - over 200 Seats (A),
Entertainment (A), and Cigarette /Tobacco licenses by Dine A Mite Restaurant Group, LLC, doing
business as Bonfire Woodfire Cooking, 850 Grand Avenue.
29. Resolution Approving Assessment - 04 -434 - In the matter of construction of a sanitary sewer and
connections in Wyoming Street from approximately 300 feet east of the center line of Stickney Street to
Concord Street and in Concord Street from Wyoming Street to East Annapolis Street, and setting date of
public hearing for June 23, 2004. (File No. 18968)

35. Ordinance - 93 -111 - Amending Chapter 13 of the Saint Paul Legislative Code pertaining to
Emergency Management, adding provisions for the use of sirens to warn of snow emergencies declared
pursuant to Chapter 161 of the Legislative Code (to be Withdrawn).
36. Ordinance - 93 -1208 - Regarding Chapter 33 of the Saint Paul Administrative Code entitled
"Reimbursement for Car Expense" to provide reimbursement to officers and employees for the use of
