6. Resolution - 04 -278 - Approving settlement between the City of St. Paul and R.M. Fischer Artwork,
Inc., A.S.M., Inc., d /b /a American Structural Metals, Inc.
7. Resolution - 04 -279 - Authorizing the execution of a joint powers agreement between the City of Saint
Paul, the County of Ramsey, St. Paul Independent School District 4625, Ramsey Action Programs, Inc.
And St. Paul - Ramsey County Public Health Department to establish the St. Paul Children's Collaborative
Agreement.
8. Resolution - 04 -280 - Approving the release of utility easements in part of the alley in Block 2,
Wifelburg Hills to allow the petitioner to construct a retaining wall and build a garage on the property.
9. Resolution - 04 -281 - Amending the 2004 budget of the Public Works Engineering Fund by
transferring City Council Contingency Budget for temporary employees for the 2004 construction season.
10. Resolution - 04 -282 - Opposing legislative proposals that would restrict effective and efficient local
government operations.
11. Resolution - 04 -283 - Resolving that the City of Saint Paul will not relocate any city offices which
currently reside in the downtown business district to any office space outside the downtown district.

13. Resolution - 04 -285 - Accepting proposal on sale of $19,000,000 General
Obligation Capital Improvement Bonds, Series 2004A, providing for their issuance, and levying a tax for
the payment thereof.
14. Resolution - 04 -286 - Accepting proposal on sale of $2,500,000 General Obligation Street
Improvement Special Assessment Bonds, Series 2004B, providing for their issuance, and levying a tax
for the payment thereof.
15. Resolution - 04 -287 - Accepting proposal on sale of approximately $3,980,000 General Obligation
Temporary Bonds, series 2004C, and providing for their issuance.
16. Resolution - 04 -288 - Accepting proposal on sale of approximately $3,345,000 General Obligation
Capital Improvement Refunding Bonds, Series 2004D, providing for their issuance, and levying a tax for
the payment thereof.
17. Resolution - 04 -81 - Ordering the owner to remove or repair the building(s) at 501 Kent Street within
fifteen (15) days from adoption of resolution. (Monthly progress reports were requested by Council on

18. Report from the Department of Planning and Economic Development on the National Trust for

20. Final Adoption - 04 -215 - An ordinance amending Chapter 60 of the Saint Paul Legislative Code
pertaining to zoning for the Phalen Westminster 40 -Acre Study.
21. Final Adoption - 04 -216 - An ordinance memorializing City Council action granting the application
of Alam & Associate, Inc. to rezone property at xx Wells Street (north side between Mendota and Forest)
from P -1 (Parking) to R -4 (One - Family Residential) or RT -1 (Two - Family Residential) to create two lots
for single - family homes.
22. Second Reading - 04 -267 - An ordinance regulating storm water runoff from construction activities.

concerning Building Code and Inspection to prohibit the installation or use of barbed wire fencing
